Position Description

Title: Health Safety & Env Manager

Department: Operations

Immediate Supervisor: VP Human Resources

Status: Exempt Salaried

Position Purpose: The HSE Manager is responsible for leading all health, safety, and environmental programs across the site. This role drives compliance, risk reduction, safety culture, and continuous improvement while ensuring alignment with regulatory requirements and ISO standards

Principle Accountabilities

HSE Leadership & Compliance

  • Develop and maintain HSE policies, procedures, and programs.
  • Ensure compliance with local, provincial, and federal regulations.
  • Integrate and maintain ISO 14001 and ISO 45001 standards.
  • Manage regulatory reporting and act as the primary contact for inspectors and external partners.

Risk Management, Audits & Inspections

  • Conduct risk assessments, hazard analyses, and environmental reviews.
  • Lead safety inspections, environmental audits, and internal ISO/Loss Control audits.
  • Recommend and track corrective and preventive actions.

Incident Management

  • Lead investigations for incidents, near misses, and environmental events.
  • Perform root cause analysis and ensure timely follow up.
  • Analyze trends and partner with leaders to prevent recurrence.

Training & Safety Culture

  • Develop and deliver HSE training for all levels of the organization.
  • Evaluate training effectiveness and support continuous improvement.
  • Promote a strong safety culture through coaching and engagement.

Environmental Management

  • Support environmental compliance, sustainability initiatives, and waste reduction programs.
  • Collaborate with internal and external stakeholders on environmental objectives.

Communication & Committees

  • Participate in Joint Health & Safety Committee activities.
  • Communicate HSE performance, risks, and improvement opportunities to leadership and employees.

Emergency Preparedness

  • Maintain emergency response plans and coordinate drills.
  • Ensure site readiness and continuous improvement of response procedures.

Data & Reporting

  • Track and analyze leading and lagging HSE metrics.
  • Maintain accurate documentation and reporting systems.

Injury Management

  • Manage workplace injury cases, reporting, treatment coordination, and return to work programs.

Qualifications

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • 5+ years of progressive HSE experience in manufacturing or industrial environments.
  • OHS certifications (CRSP, CSP, CIH, NEBOSH) considered an asset.
  • JHSC certification and First Aid/CPR required.
  • Knowledge of WHMIS, TDG, and ISO 14001/45001.
  • Experience with ISO systems, audits, investigations, and continuous improvement.
  • Background in workers’ compensation and return to work programs.
  • Familiarity with lean/5S principles.

Skills and Attributes

  • Strong knowledge of Canadian OHS legislation and environmental regulations.
  • Able to think and execute effectively at both the strategic and tactical levels.
  • Excellent communication, leadership, and coaching skills.
  • Strong analytical and problem solving abilities.
  • Highly organized with the ability to manage multiple priorities.
  • Proficient with Microsoft Office and HSE management systems.
  • Comfortable working with digital tools and reporting systems.
  • Ability to travel as needed.
