We are accepting applications for a full-time Emergency Management Technician to join our team.

The Comox Valley Emergency Management Service (Service) is a partnership with the Town of Comox, City of Courtenay, Village of Cumberland, and the Comox Valley Regional District (CVRD) to provide coordinated emergency programming and administration to the entire Comox Valley, including Electoral Areas A, B, and C, and providing support to K’ómoks First Nation.

Under the direction of the Manager, Comox Valley Emergency Management, the Emergency Management Technician supports the delivery and continuous improvement of regional emergency management programs and services. This operational role contributes to community preparedness, response, and recovery efforts, including supporting the activation and operation of the Comox Valley Regional Emergency Operations Centre (REOC), serving as the CVEM Duty Officer, and acting as backup to the Emergency Planning Coordinator during emergency activations.

Reporting to the Manager of Comox Valley Emergency Management, the primary responsibilities of this role include:

Assists with operational response and continuity of operations, strengthening service reliability and upholding the integrity of regional response structures.

Applies technical capability and experience to provide informed expertise and guidance during Emergency Operations Centre (EOC) activations, reinforcing coordinated, policy-aligned, and legislatively grounded recommendations.

Coordinates and supports regional prevention and preparedness initiatives, including FireSmart, NEPP, and related public education within CVEM’s multi-jurisdictional, all-hazards framework.

Integrates hazard, risk, and vulnerability data into Regional EOC guidelines, policies, and practices to support continuity of operations and disaster risk reduction.

Coordinates the research, preparation, tracking, and submission of grant applications, working with internal staff and partners to ensure proposals, reporting obligations, and tracking processes align with organizational policies, internal procedures, and external funder requirements.

Works with the Manager to develop annual work plans that prioritize service delivery requirements and align with Board strategic objectives.

Contributes technical analysis, coordination, and project deliverables as part of interdepartmental and interjurisdictional project teams, serving under the direction of a designated Project Lead or as Project Lead when assigned.

Under the direction of the Manager or designated Function Lead, supports administrative and technical leadership during Emergency Operations Centre readiness activations, including mutual aid, extended response, and recovery operations.

Supports the coordination, development, maintenance, and continuous improvement of technical materials, guidelines, and procedures for the Regional EOC to ensure documentation remains current and operationally sound.

As required, provides coverage in interim emergency management leadership roles during EOC activations, including interim ESS Director when assigned.

Maintains the training, competencies, and operational readiness required to provide on-call coverage as the CVEM Duty Officer and support emergency operations functions during regional, mutual aid, out-of-area, and sustained or prolonged events.

Our ideal candidate is: Experienced in emergency management or emergency operations/EOC environments, ideally within a local government setting, with over four, and up to including five years of related experience.

Experienced working with emergency services (police, fire, health, etc.), Public Safety Lifeline Volunteers (e.g., Emergency Support Services (ESS), Emergency Radio, Ground Search and Rescue, Victim Services), and other frontline service organizations.

Educated in Emergency Management, Public Administration, Business Administration, or another related field, including completion of a post-secondary program of over two years and up to three years, with a demonstrated commitment to continuous learning. An equivalent combination of education and experience may be considered.

Knowledgeable in the BC Emergency Management System (BCEMS), the Incident Command System (ICS), and local authority roles and responsibilities under the Emergency and Disaster Management Act (EDMA).

A relationship builder with strong interpersonal skills who can maintain positive working relationships, collaborate effectively with partners, and resolve conflict when required.

Highly organized with strong research, analytical, writing, and facilitation skills.

An advanced user of Microsoft Office Suite 365, with strong skills in Adobe Acrobat, JotForm, and SharePoint; familiarity with KML files and mapping tools is considered an asset.

Flexibility with hours of work, including standby coverage as the CVEM Duty Officer and additional hours during emergency activations, including deployment to support local, mutual aid, and/or provincial emergency operations.

Training in local government administration and experience working in an Emergency Operations Centre (EOC) environment, including field and deployment experience, is considered an asset.

This is a CUPE Local 556 position with a current hourly rate of $39.02; interim rating.
