Accountabilities:
Staff Supervision:
- Make recommendations and provide support to the Residential Services Manager as it relates to the selection, supervision, training, disciplining and termination of all DSW within the Emergency shelter department staff as per The Salvation Army Crossroads Residential Services policy/procedures
- Provide day-to-day supervision to the DSWs and Caseworkers and provide guidance, training, support, and assistance
- Coordinate with DSW staff to ensure book ins, book outs, room checks, building rounds, and support services in accordance with the procedures.
- Ensure that all Administrative, Personnel, and Program and other Crossroads Residential Services Policies and Procedures are adhered to.
- Ensure **Emergency After Hours Program (**EAH) procedures are being followed
- Ensure new staff have HIFIS training.
- Arrange professional development training for DSW’s and caseworkers.

- Assist Housing Services Manager in the recruitment of new staff
Crossroads’ Emergency Shelter Program:
- Liaise with external agencies to provide and help coordinate support.
- Provide support and submit recommendations when applicable to the Residential Services Manager, the Director of Residential Services, and the Executive Director as they negotiate with the Government
- Provide recommendations, support, assistance, guidance and input on departmental Policy and Procedures, subject to Crossroads Residential Services policy
- Support the Residential Services Manager to assess, design, implement, monitor and evaluate emergency shelter programs and interventions and ensure that program/intervention content, structure and delivery are consistent with The Salvation Army Crossroads Residential Services (CRS) guidelines
- Ensure collaboration with support team (Caseworkers, spiritual care, health, Income Assistance) to provide programing for shelter guests
- Provide support to Housing Services Manager to help fulfill standards of excellence expectations.
- Ensure that departmental information flow is clear, unimpeded, and complete to and from staff and residents within the Emergency Shelter Program.
- Ensure a regular flow of guest feedback is being collected and used to inform decision making.
- Ensure that the Mission of The Salvation Army is actively presented in a sensitive and effective manner to clients, staff and the public
- Ensures a regular schedule is available for Emergency Shelter staff
- Submit payroll hours to Housing Services Manager each pay period
- Review and respond to incidents as they come up ensuring that major incidents are reported to the Housing Services manager.
- Maintain a well-informed view on community developments and trends relevant to the Centre’s ministry and report any relevant findings to the Manager
- Participate in the development of departmental budget and provide input and recommendations when applicable
- Schedule and coordinate regular meetings with team leads
Emergency After Hours Program (EAH)

Review Transient Aid forms to ensure quality of service

Participate in biweekly check in meetings with Income Assistance to review EAH trends

Pass along EAH procedural updates to DSW’s

Monitor operational trends related to EAH

Respond to inquiries and incidents involving hotels

Collaborate with kitchen department to ensure fully stocked on EAH supplies

Case Management Schedule caseworkers to ensure maximum effectiveness and access for guests

Assist with troubleshooting difficult caseworker situations
-
Ensure the caseworker department is working in unison with the DSW’s.

Ensure proper documentation for case files

Ensure caseworkers are supporting guests according to TSA guidelines and expectations (S.M.A.R.T. goals, housing focused, contract aligned)
Administration, Documentation & Reporting:
- Prepare and/or ensure that statistical reports (including SAMIS) and other documents for Administration are completed, as required
- Maintains familiarity with funder requirements and contract agreements related to the Emergency Shelter Program and assist fulfill reporting requirements to funder standards
- Maintain accurate, comprehensive, legible and current client file records.

MANAGERIAL/Technical Leadership RESPONSIBILITY**:**
- This position reports directly to the Residential Services Manager
- Responsible for the direct supervision of Crossroads’ Emergency shelter DSW staff providing training, supervision, review for quality, coordination of workflow and assignment of duties to staff.
- This role will forward operational recommendations, escalated issues, and improvement input to the Manager for consideration and resolution; this role will complete performance and development assessments and possible terminations to the Residential Services Manager
- Assists with the Housing Services Manager to meet all Standards of Excellence requirements.
FINANCIAL AND MATERIALS MANAGEMENT:
- The role will have a credit card to support purchases for programming.
WORKING CONDITIONS:
- Occasional travel may be required to visit other sites or attend conferences.
- Be willing to work extra time occasionally when required to support programming requirements within the Ministry Unit
- The role is typically in residential settings and will have increased possibility of exposure to angry and abusive people, bodily fluids, waste, odors, drugs, alcohol, toxic chemicals, infectious diseases, sharp objects (i.e. needle sticks, knives and weapons), and other disagreeable conditions normally found when dealing with marginalized clients

education and experience Qualifications:
Education, Qualifications and Certifications:
- A minimum of a diploma in social work or justice services, but equivalent experience and education may be considered
Experience and Skilled Knowledge Requirements
- Minimum 3 to 5 years’ experience working within a social services field setting
- Demonstrated understanding of the Behavior Based Model
- 2 years’ experience in a case management system is an asset
- Experience working within a non-profit organization is an asset
- 2 – 3 years managerial or supervision experience preferred
Skills and Capabilities:
- Ability and willingness to work flexible hours per the needs and requirements of the position
- Ability and willingness to demonstrate empathy, concern and interest in providing quality care for clients, work cooperatively with staff, communicate effectively (read, speak, understand written and verbal material in English) and react responsibly in emergency situations
- Demonstrated skills in organizational disciplines
- Ability to develop, implement, and evaluate the type of programs delivered by Crossroads Emergency shelter
- Demonstrates experience with Microsoft Office, internet and keyboarding
- Experience with HIFIS an asset
- Display willingness and skills in community networking and presentations
- Ability and willingness to work in cooperation with other staff members of The Salvation Army Crossroads Residential Services; to treat guests, staff, volunteers, and the public with respect, dignity and confidentiality

Compensation:
The target hiring range for this position is $52,520.00 to $65,644.80 with a maximum of $78,790.40.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
