Reporting to the Manager, Facilities & Property, this position is responsible for supervising, organizing and coordinating the day-to-day work activities of the Senior Facility Operators, Facility Operators and third-party contractors to ensure the effective and efficient operation and maintenance of municipal buildings and facilities under the jurisdiction of the Recreation, Facilities and Culture Department. Responsible for minor capital projects within the portfolio and ensuring compliance with legislation and Town policies and protection of public health and safety.

Responsibilities:

  • Comply with all corporate competencies, values, policies, and procedures at all times.

  • In conjunction with the Manager, develops, implements, and monitors regular, annual, and preventative maintenance programs including multi-year replacement programs supported by appropriate funding sources. Ensures all components of facilities are in good working order including structural, mechanical, electrical, security and life safety equipment and systems.

  • Utilizing and upkeeping records using the internal Computerized Maintenance Management System (CMMS). Directs, supervises, and oversees the daily routine along with non-routine work for Facility Operations staff based on maintenance work orders/requests and emergency priorities from sites and identifies efficiencies with preventative and cyclical work order planning.

  • Coordinates and oversees the day-to-day operations of the maintenance programs for repairs to buildings, equipment, etc. and ensures that facilities comply with safety systems, electrical inspection (Ontario Electrical Safety Authority), TSSA – boilers, elevators, plumbing and mechanical systems, Occupational Health & Safety Act/Ontario Public Health

  • Ensures that all areas under the responsibility of the Business Unit are inspected as required, maintained, and kept clean and ensures staff is tracking and properly documenting maintenance checklists.

  • Prepares memos, letters, reports, and other correspondence and make recommendations to the Manager, Facilities & Property, regarding operational items and projects within the Business unit. In addition, prepares reports/memos for CAO authorization pertaining to procurement awards, and provides input to the Manager, Facilities & Property for Council reports.

  • Assist Manager to oversee and administer all facility maintenance contracts within the portfolio.

  • Assist the Manager with the preparation of the budgets including a five (5) year capital forecast. Monitors Branch expenditures to ensure compliance with the approved budget. Process of billings, invoices, accounts and insurance claims. Provide input to specifications for material and equipment tenders and ensure tender documents are completed in a timely manner and prepare reports recommending the award of tenders.

  • Provides supervision, coaching and mentoring and leads the staff of the Business Unit to meet performance standards for the delivery of programs and services by the Business Unit. Chair daily tailgate and staff meetings at regular intervals.

  • Performs other related duties as assigned.

Qualifications:

  • Post secondary education in Facility, Buildings, Property and/or Arena Management or a Facility or Recreation industry designation or certification (FMP, CFM, FMC, CRFP) is preferred. Equivalent experience in a similar role will be considered.

  • Must have G Class driver’s license, and ability to provide clean driver’s abstract

  • Ability to provide a clean vulnerable sector check

  • Preferred Standard First Aid with CPR-C

  • 4 - 5 years progressive experience in facility and arena management including at least 2 years of staff supervisory experience in a municipal, fast paced team-oriented environment or equivalent education and experience that is acceptable to the Town.

  • A demonstrated aptitude for systems and components (including electrical, mechanical, HVAC, energy management, etc.).

  • Thorough working knowledge of Ontario legislation/regulations affecting the portfolio including the Occupational Health & Safety Act, Ontario Building and Fire Codes, Occupiers Liability Act, and other applicable building and property safety-related legislation/regulations/guidelines.

  • Knowledge and experience in developing a long-term building components inventory and life-cycle repair, replacement, and capital planning.

  • Demonstrated working knowledge of computer maintenance management systems and development of preventative maintenance programs.

  • Proficiency required in, Microsoft Office suite. Working knowledge and experience with project and asset management, and scheduling software considered an asset.

Salary: $98,690.28-123,357.52, plus employer paid benefits and OMERS pension plan
Hours: 40 hours per week
