The Ministry of Corrections, Policing and Public Safety is seeking a Research and Training Officer to assess and deliver contemporary training components within the Saskatchewan Marshals Service.
The Opportunity
The Research and Training Officer will have considerable experience in conducting research and trends analysis, reviewing practices used by other police agencies and jurisdictions, and developing specific training programs for police officers.
Reporting to the Director, Administration and Governance, this position is responsible for developing short- and long-term training strategies that could affect cost savings to the SMS while building training capacity internally and externally. This position is responsible for identifying inefficient training processes and implementing opportunities for integration and expansion to meet the needs of the ministry and the expectations of Saskatchewan residents.
In this position you will:
- Assess provincial policing training standards, requirements and best practices on a continual basis, and provide recommendations to Senior Leadership.
- Research, coordinate and when applicable deliver training programs from inception to completion including assembling a team, defining the project scope, objectives, boundaries, accountabilities and project delivery principles.
- Modify training programs, timelines and outcomes based on evaluation and feedback from instructors and uniformed members.
- Develop, manage, coordinate, track and evaluate SMS training programs to ensure effectiveness, efficiency and quality.
- Analyze intended and actual benefits of existing and future training programs.
- Oversee and maintain accurate records of member training certifications using various software programs while ensuring timely recertifications and coordination of appropriate venues for training sessions.
- Apply project management methodologies and approaches for identifying and assessing needs and evaluating training solutions.
- Lead, develop and manage consultative and coordinated relationships with internal and external stakeholders in planning, designing, developing and implementing improved business processes.
- Prepare written materials to support decision making processes including cabinet documents, briefing notes, policy and position papers.
Ideal Candidate
- You will be a strong leader with the expertise, experience and enthusiasm to motivate others, implement change, and influence the evolution of SMS.
- You will possess knowledge and skills in:
- Governance structure and legislation related to public safety and security, policing operations and techniques, policing recruitment and training legislation.
- Contemporary adult education practices, including curriculum and examination development, instructional program
creation, and the implementation of innovative training methods and procedures from other jurisdictions and/or agencies. - Instructional planning and development, evaluation, monitoring, continuous improvement, and change management
practices/processes. - Creating and maintaining partnerships with stakeholder groups, police and regulatory agencies.
- Communication, collaboration, negotiation and relationship-building.
- High level of proficiency in using relevant computer software including Excel, Word, PowerPoint, PowerDMS, and Canva.
- Time management, addressing ad hoc requests and adapting to fluid deadlines.
- Law enforcement-related techniques, training practices, timelines and reporting objectives.
Typically, the knowledge and experience required for this position is obtained through: a Bachelor’s degree in adult education, supplemented by police college studies; or a diploma in law enforcement, supplemented by a comprehensive understanding of adult educational principles, processes and strategies. Police experience would be considered an asset.
