About the role

What You Will Get To Do

Reporting to the Director of Operational Services, the Senior Manager of Operations, Roads & Traffic is responsible for overseeing the daily operation and maintenance management of the Roads section; urban and rural roads, bridges, signage, snow removal, traffic systems, pavement markings, storm water management and associated infrastructure. This includes overseeing the full life cycle of road projects, from planning through to execution, ensuring alignment with budgets, timelines, and community expectations.

The Senior Manager leads a multidisciplinary team, fostering a culture of professionalism and teamwork. Key priorities include delivering sustainable, high-quality road services; advancing the Town’s strategic goals. This position is pivotal in shaping a positive workplace aligned with the Town’s value and long term vision, through the following primary responsibilities:

Strategic Leadership and Team Oversight

  • Provide high-level direction, mentorship, and leadership to multiple supervisory, technical, and unionized teams responsible for roads maintenance, traffic management, and operational planning.
  • Drive workforce strategy through talent management, succession planning, and continuous development to ensure long-term organizational goals.
  • Lead change management efforts related to organizational restructuring, policy shifts, and technological modernization within the Roads & Traffic division.
  • Foster a culture of collaboration, safety, and innovation while mentoring staff to strengthen skills and support career progression.

Program Planning and Asset Management

  • Lead the development and execution of annual and multi-year operating plans for road maintenance, traffic control, and associated infrastructure programs.
  • Oversee condition assessments, lifecycle analysis, and asset management planning, ensuring infrastructure is maintained to optimize service life and mitigate risk. Lead road infrastructure projects that align with municipal transportation plans, safety strategies, and sustainability goals - delivering projects from concept to completion with precision, quality, and fiscal alignment.

Traffic Operations and Safety Oversight

  • Provide executive oversight of traffic operations including signal coordination, traffic calming, signage installation, road closures, and detour planning.
  • Collaborate with Engineering, Planning, and Enforcement to ensure traffic management aligns with development activity, active transportation, and Vision Zero initiatives.
  • Manage traffic-related inquiries from residents, businesses, and Council, ensuring timely and data-informed resolutions.
  • Review engineering reports, technical data, and construction documentation for municipal roadworks.

Service Delivery Standards and Operational Excellence

  • Establish and monitor service level agreements, operational benchmarks, and key performance indicators for roads and traffic programs.
  • Develop and update standard operating procedures, policies, long-term plans and performance metrics that support compliance, efficiency, and safety across all services while improving service delivery.
  • Lead continuous improvement and innovation projects, introducing new technologies, tools, and best practices to enhance service delivery.

Financial Management and Capital Planning

  • Lead the preparation, management, and monitoring of capital and operating budgets for Roads & Traffic operations.
  • Provide financial oversight for equipment procurement, fleet lifecycle planning, materials acquisition, and contractor services.
  • Identify cost-saving measures and maximize funding opportunities.

Regulatory Compliance and Risk Management

  • Ensure all Roads & Traffic operations adhere to applicable legislation such as the Highway Traffic Act, Municipal Act, Occupational Health & Safety Act, Environmental Protection Act, and applicable municipal bylaws.
  • Lead risk assessments and safety audits, implementing mitigation strategies to address hazards or compliance gaps.
  • Oversee incident investigations related to road safety, traffic signal malfunctions, or service interruptions.
  • Establish and adapt departmental policies to align with municipal objectives and evolving legislative requirements impacting road operations.

Stakeholder Engagement and Interdepartmental Collaboration

  • Act as a senior liaison with Town Council, senior municipal leadership, community groups, utility providers, regional partners, and external agencies (e.g., MTO, Metrolinx).
  • Coordinate cross-departmental initiatives involving Engineering, Planning, Transit, Public Safety, and Emergency Management to support integrated service delivery.
  • Represent the municipality at technical committees, public meetings, and intergovernmental working groups on road safety, traffic management, and transportation policy, contributing to overall organizational strategy and improvement initiatives.

Emergency and Incident Response Leadership

  • Lead the division's response to emergency situations, including severe weather, road closures, collisions, flooding, or infrastructure failures.
  • Conduct post-incident reviews and update emergency response protocols and business continuity plans accordingly.

Procurement, Contracts, and Vendor Management

  • Oversee the procurement and administration of contracts for road resurfacing, line painting, traffic signal maintenance, street sweeping, and snow removal.
  • Ensure competitive bidding processes are compliant with municipal procurement bylaws and deliver best value to the municipality.
  • Monitor contractor performance, enforce quality control measures, and resolve disputes or claims as required.

Reports, Policies, and Strategic Advising

  • Prepare and present high-level reports, briefings, and recommendations for Council, Senior Executives, and Public Stakeholders.
  • Contribute to the development and revision of policies related to roads maintenance, traffic operations, and transportation infrastructure.
  • Serve as a key advisor to the Director/Commissioner on strategic, budgetary, and policy matters affecting the Roads & Traffic division.

  • You possess strong technical skills to review operations, industry trends and best practices to develop or recommend methods to improves services and/or increase efficiency.

What You Bring To Our Team

  • University degree in civil engineering with relevant professional designation (P.Eng).
  • A minimum of ten (10) years experience preferably in a public-sector environment with unionized and non-unionized employees working in an infrastructure/roads sector, demonstrating professional growth, strategic decision-making, and deep industry knowledge.
  • A minimum of seven (7) years progressive experience in supervisory/management capacity; including utilization of strong management and/or decision-making skills, or equivalent combination of education and experience.
  • Designation as an AORS Certified Road Supervisor (CRS-S).
  • Active and in-good-standing C.E.T. designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Certificate in Plant Health Care and Integrated Pest Management
  • ISA Certified Arborist or a combination of training, education and experience deemed equivalent.
  • Experience in utilizing maintenance management software for assigning, tracking and verifying maintenance activities in alignment with approved service levels.
  • Excellent conflict resolution skills with the ability to effectively deal with elected officials, municipal staff, consultants, contractors, the general public, stakeholders.
  • Thorough knowledge of maintenance and design standards, materials, and construction methods as they apply to municipal infrastructure.
  • Thorough knowledge and understanding of applicable Legislation, Minimum Maintenance Standards, Standard Operating Procedures, Municipal Policies and By-Laws.
  • Intermediate level knowledge of Microsoft Office Suite (Outlook, Word, Excel).
  • Demonstrates and encourages perseverance and resilience in difficult times
  • Proven ability to oversee and manage budgets
  • Leads organizational change through effective communication, clear goal setting, and active listening that values diverse perspectives
  • Successful candidates are required to hold and maintain a valid Province of Ontario Class "D" Driver's License.

  • Salary: $154,337 - $175,383 per annum (Band 8)
