Our Program Integration team is seeking a Senior Manager, Technical Review to join the team! Reporting to the Director, the Senior Manager is responsible for leading and providing management and oversight for the GO Expansion Program Delivery Partner. This individual will support and coordinate the delivery of the Independent Safety Assessment (ISA) program, provide management, oversee performance tracking, and ensure annual budgets and deliverables meet program requirements. This role will engage collaboratively with commercial, legal, and procurement teams to support the management and optimization of Technical Advisor (TA) contracts, contribute to contract document review processes and help develop metrics to evaluate consultant performance during delivery.
What will I be doing?
- Apply advanced multi-disciplinary engineering expertise to manage complex project delivery to support the enterprise’s transformation initiatives and structures within the GO Expansion program, ensuring alignment with technical requirements, operational standards, and business objectives.
- Lead the day-to-day oversight of the delivery partners, coordinating scope, schedule, and resource planning in collaboration with the Director, monitoring monthly progress, achievement of KPIs and resourcing/budget metrics.
- Supports the delivery of ISA program deliverables.
- Act as a subject matter resource on the interpretation and application of technical specifications, engineering guidelines, and delivery procedures throughout the project lifecycle.
- Oversee the implementation of technical audits, root-cause analyses, and lessons-learned reviews to drive continuous improvement and avoid repeat issues in engineering delivery.
- Foster cross-functional collaboration with legal, commercial, delivery, and technical teams to align project execution with enterprise-wide standards.
- Participate in preparation of quality-related documentation to meet business conditions relating to the development of infrastructure projects.
- Manage and monitor the Delivery Partner program to ensure that work stream deliverables are on time and within budget, and that anticipated business results are achieved.
- Responsible for oversight of Independent Safety Assessment (ISA) programs

What Skills and Qualifications Do I Need?
- Completion of a degree in Engineering, as relevant to the position’s area of practice.
- Demonstrated experience providing comprehensive engineering and project management services associated with the planning, design, and construction of municipal infrastructure, transit facilities, station infrastructure, and related works.
- Valid Professional Engineer (P. Eng.) license issued by the Professional Engineers of Ontario (PEO) is required for the role.
- Canadian Rail Operating Rules (CROR) certification is an asset.
- Exceptional interpersonal and oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity.
- Knowledge of Contract Law, Construction Act, the Occupational Health and Safety Act, the Environmental Assessment Act, and the requirements of the Professional Engineers Act.
- Broad-based knowledge of theories, principles and practices of engineering design and construction
- Proven knowledge of project management principles and practices, including budget and schedule controls, to support and direct cross-functional teams and consultants engaged in simultaneous projects
- Exhibited knowledge of budgetary processes and cost and schedule management.
- Highly developed problem-solving skills to analyze issues and provide solutions during the project lifecycle
- Exceptional influencing skills to establish effective working relationships, negotiate, and deal with a variety of contacts, both internal and external to the organization
