This 18-month contract position is an existing vacancy and offers an hourly wage rate of $40.57 to $49.32, 35 hours per week.

#Position Summary

Reporting the Executive Director, Infrastructure Management/Town Engineer, the Asset Management Analyst is responsible for developing and maintaining the Town’s overall fixed asset management programs. This includes overseeing asset management software, maintaining the asset management registry and inventory database, and developing policies, procedures, programs and systems to ensure the Asset Management System (AMS) is effective, reliable, and fully integrated across the organization.

Through detailed analyses of asset conditions, risks, budgets and lifecycle needs, the Analyst delivers data-driven insights for capital planning, risk mitigation, and regulatory compliance (Ontario Regulation 577/17). The role also contributes to business cases, grant applications, and financial reporting, ensuring alignment with municipal strategic priorities. The Asset Management Analyst provides leadership on asset management best practice, delivering key metrics and reports to senior leadership and Council.

#Duties & Responsibilities

  • Lead the development and ongoing maintenance of the Town’s corporate asset management program.
  • Identify current and future infrastructure rehabilitation needs.
  • Maintain, collect, and analyze the official record of the corporate asset inventory and related information in the Asset Information Repository ensuring quality control and data integrity of information within the system.
  • Provide recommendations to enhance, update, or modify asset management programs as technologies, regulations and budgets evolve.
  • Maintain current knowledge regarding asset management regulatory requirements and ensure compliance.
  • Track, update and manage the inventory assessment and statistical records for the Town of Midland’s Infrastructure Capital Assets.
  • Develop and maintain various reports on infrastructure condition, age, and performance.
  • Support the Finance team with the preparation of the 10-year reconstruction program by contributing life-cycle analysis, risk analysis, compliance considerations, customer feedback, and repair and maintenance records.
  • Collaborate with all departments through regular communication, data collection, and internal audits to ensure all applicable records and plans are accurate, verified, and complete.
  • Administer asset disposals, including maintaining listings and preparing required reports on asset sales.
  • Administer Computerized Maintenance Management System (CMMS) and optimize processes to improve data quality and quantity.
  • Provide analysis and information to support Finance in the preparation of Public Sector Accounting Board (PSAB) reports. Collaborate with GIS Developer to design, implement, and maintain corporate GIS data models of all assets.
  • Collect, review, and submit energy-use data for all facilities through Broader Public Sector Energy Reporting to Ministry.
  • Prepare Energy Conservation and Demand Management Plan in accordance with regulation.
  • Work with key partners to coordinate municipal lease renewals and ensure billing aligns with lease terms and conditions.
  • Act as Grant Administrator, including application review and submission, project-based reporting, and contract management.
  • Review statistical data and prepare ad-hoc analyses, reports, and maps to support management reporting on service levels, work productivity, asset life cycle, asset condition, and overall asset performance. Develop and provide metrics and benchmarks to the appropriate organizations.
  • Complete various reporting including Stats Canada Transit survey, annual capital expenditure survey, and OCIF Current Replacement Values.
  • Liaise with residents, other departments, consultants and government agencies as required.

#Qualifications and Requirements

  • Certified Civil Engineering Technologist (OACETT) designation with a GIS Certificate, or a university degree or college diploma in Finance, Accounting, Economics, or Business Systems or related discipline. An equivalent combination of education and experience may be considered.
  • Minimum of three (3) years of experience in an asset management-related role; preference will be given for municipal infrastructure asset management (O.Reg 588/17) experience.
  • Results oriented with a strong analytical skill set and attention to detail.
  • Working knowledge of the principles of asset management and asset management plan development including lifecycle strategies and key performance measures.
  • Knowledge of municipal infrastructure assets (pavement, sidewalks, sewers, culverts, facilities, parks etc.). and quality assurance/quality control practices.
  • Demonstrated database design and implementation (SQL/Oracle) and Project Management skills.
  • Preference for candidates with Citywide Asset Management Software experience.
  • Proficiency with Microsoft Office Suite, GIS, GPS, AutoCAD, Map 3D, MS Office and survey data collection software.
  • Strong verbal and written communication and interpersonal skills.
  • Flexibility and a commitment to adapt to evolving and emerging technologies and changing practices.
  • Experience and knowledge to self-manage, multi-task, prioritize and work with minimal supervision on higher priority projects.
  • Class “G” driver’s license and personal vehicle to use on corporate business required.

##Working Conditions

  • Normal work week is 35 hours, Monday to Friday with a one-hour unpaid lunch.
  • Some after-hours work may be required to attend Council or Board/Committee meetings or hearings.
  • Standard office working environment and some field work with little exposure to material hazards.
  • Travel may be required, most commonly within the municipality.
