About the role

Are you a cybersecurity operations, IT service delivery, or technical program manager ready to help shape the future of threat response in Alberta’s education sector? Do you want to help build a world-class Security Operations Centre (SOC) to defend against a fast-evolving threat landscape? This may be the opportunity you’ve been looking for!

Cybera is Alberta’s research and education network organization. We serve the research and education sectors by providing trusted global connectivity and valued digital services, and by fostering collaborations and local technological advancements. Our vision is to create a connected, secure and equitable digital future for Alberta.

The SOC Delivery/Program Manager is responsible for orchestrating the delivery of security operations services to member institutions of the Regional Security Operations Centre (rSOC).

The SOC Delivery/Program Manager combines operational execution with strategic thinking, aligning delivery activities to long-term program goals, anticipating future capacity needs, and identifying opportunities to improve service scalability and member experience. Working closely with the Director of Cybersecurity, SOC Manager, VP Technology, and Project teams, the SOC Delivery/Program Manager ensures that services are delivered on time, to scope, and to defined service levels.

If you are passionate about cybersecurity and have been looking for an opportunity to see your coordination and delivery skills improve the public sector, as well as collaborate with peers nationally and globally, please introduce yourself!

We will ask you to:

1. Service Delivery Coordination & Leadership

  • Lead the day-to-day coordination of service delivery across the rSOC, technical operations, and project teams.
  • Own the delivery roadmap and ensure onboarding and operational commitments are met.
  • Support the Director of Cybersecurity in aligning service delivery with strategic objectives.

2. Member Onboarding

  • Act as the primary point of accountability for onboarding new member institutions.
  • Lead intake and scoping activities, coordinating with both internal and external technical and operational teams.
  • Track onboarding progress, resolve delivery blockers, and maintain clear communication with members.
  • Ensure successful handoff from onboarding to steady-state operations with proper documentation and reporting.

3. Reporting & Performance

  • Maintain and report on onboarding metrics, service delivery KPIs, and SLO performance.
  • Prepare regular operational reports for internal leadership and external member institutions.
  • Support budget tracking by reporting delivery resource usage and forecasting demand impacts.

4. Delivery Oversight & Escalation

  • Own delivery schedules and milestone tracking across multiple concurrent initiatives.
  • Identify delivery risks early, escalate appropriately, and drive mitigation actions.
  • Coordinate with the SOC Manager to ensure operational readiness at each onboarding stage.
  • Ensure delivery processes are documented, standardized, and repeatable.

5. Continuous Improvement

  • Identify delivery process gaps and implement improvements to increase efficiency and scalability.
  • Contribute to the development of onboarding playbooks, service runbooks, and workflow automation.
  • Collaborate with VP Technology to align platform capacity and readiness with delivery timelines.

6. Stakeholder Engagement

  • Build and maintain strong relationships with member institutions during onboarding and early operational phases.

  • Act as a delivery liaison between members and internal SOC functions.

  • Support Director Cybersecurity in external reporting and communications.

Your professional toolkit should include:

  • 3–5+ years of experience in cybersecurity operations, IT service delivery, or technical program management.

  • Demonstrated experience coordinating complex service delivery initiatives with multiple stakeholders.

  • Strong understanding of SOC operations, onboarding workflows, and SLO management.

  • Proven ability to manage timelines, track milestones, and escalate delivery risks effectively.

  • Familiarity with SIEM/SOAR platforms, log ingestion processes, and security monitoring is an asset.

  • Excellent communication skills with both technical and non-technical stakeholders.

  • Experience in the public sector, research & education networks, or managed security services is considered an asset.

If this opportunity excites you, we encourage you to spend some time researching Cybera (https://cybera.ca) and Canada’s National Research and Education Network (NREN). Please introduce yourself to us and describe how your skills and experience would be a great fit for Cybera and our community by way of a written cover letter.
