Job Summary
To provide direction, leadership, and guidance to design, integrate, implement, and maintain systems that support organization and system initiatives.

To provide specialized technical, business consulting skills, clinical knowledge to implement and provide oversight of complex patient care integration projects and services to meet specific project needs including Patient Care.

Reporting systems upgrades and integration, Quality Assurance systems design and implementation, database design and implementation, development, testing and implementation of business needs applications.

Major Responsibilities

  • Supervises, motivates, and trains assigned staff, ensuring effective teamwork, high standards of work quality and organization performance, continuous learning and encourages innovation in others.
  • Supervises the day-to-day operation of all assigned staff including scheduling, assigning and reviewing work. Authorizes and coordinates vacation and Overtime requests.
  • Monitors and evaluates staff performance, hears grievances and recommends disciplinary action when necessary.
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned project budgets, ensuring expenditures are controlled and maintained within approved budget limitations.
  • Administers projects, project budgets and technical procurement activities such as contract negotiations, business cases, sole source requests, feasibility, and cost/benefit analysis.
  • Prepares and/or supervises the preparation of various formal contractual documents such as Request for Information/Proposal/Quotation (RFI/P/Q), Statement of Work (SOW), Memorandum of Understanding (MOU), Service level Agreements (SLA) and software agreements.
  • Provides leadership in the evaluation, selection and recommendation of technical solutions and professional services.
  • Manages vendors and contractors in the overall solution delivery process.
  • Provides reliable system performance through on-going replacement, upgrade and/or maintenance of hardware and software.
  • Ensures computer systems meet future business requirements through capacity planning and system upgrades and replacements.
  • Works with internal and external stakeholders to ensure legislated data sharing and documentation requirements are met.
  • Ensures that data collection, management, analysis, and dissemination are of high technical and clinical quality, that recommendations are consistent with the Division's and City's strategic plans and results are produced in a timely and efficient manner.
  • Introduces Quality Improvement and Assurance processes to monitor, enhance and ensure projects meet business requirements and further improve data collection methods and applications.
  • Researches, evaluates, designs, develops, and builds new systems to meet client and business requirements.
  • Assists with large scale Data projects as a Subject Matter expert for the Division's Clinical Datasets. Plans, develops, coordinates, and oversees the maintenance of custom applications for accessing, reporting, and ETL of data into the division's databases.
  • Assists with divisional risk mitigation based on monitoring and reporting of high-risk calls / situations from real-time data submissions.
  • Monitors and troubleshoots system performance/problems.
  • Provides second level, on-site and remote support of servers and applications for users.
  • Contacts and coordinates with various software and hardware vendors' support staff regarding related operational issues and Patient Care applications.
  • Negotiates with senior management, clients, and various stakeholders, often with competing and conflicting goals, objectives, and priorities.
  • Provides assessments and recommendations of new technology trends on the effective use, acquisition, and integration of technology by the division.
  • Identifies and analyzes current business processes and practices in the context of evolving information architecture and performance measures. Prepares feasibility studies, recommends overall technical solutions for business initiatives, and leverages existing divisional infrastructure investments.
  • Recommends and implements security, privacy, and quality assurance requirements consistent with the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Privacy Act, and corporate and legislated standards regarding the storage, processing and retention of confidential data.
  • Informs and educates senior managers, business users and technology peers on technology trends and the effective use of business and technology solutions and information management.
  • Leads project teams to ensure that projects meet business needs, timelines and requirements of the Division, Stakeholders, the Technology Services Division, and the Chief Information Security Office.
  • Participates in the process of planning and developing long range objectives of the Division and in organization and change management initiatives related to Clinical and Legislatively required datasets, applications, analytics, and information projects.

Key Qualifications:

  • Post-Secondary education in computer science, health informatics, clinical information systems or related disciplines, or the approved equivalent combination of education and/or experience.

  • Extensive experience with the implementation, integration, and lifecycle management of information systems and Business Intelligence tools, preferably Qlik Sense and Qlik Sense QMC.

  • Experience using Microsoft SQL Server (SQL Server 2016 or higher) developing and maintaining SQL scripts, creating, and altering tables, views, stored procedures, and reporting.

  • Experience in providing technical support in a large, public safety, mission critical IT and clinical environment.

  • Ability to prepare, organize and present business cases, proposals, solutions and budgets or similar formal documents and statements to various audiences, including stakeholders, clients, and the public.

  • Excellent written and communication skills, including the ability to present and compose written documents appropriate for clients.

  • Abiltiy to work effectively as a member of a team, collaboratively with others in a multidisciplinary team environment and to work independently as required.
