Manager, Finance & Facilities

Surrey Libraries is an innovative and award-winning library system that provides a wide range of materials, programs, and information services to the community. Our 10 branches, together with our website www.surreylibraries.ca and Mobile Library serves a population of more than 700,000. We are committed to environmental stewardship by recently becoming the first library in Canada to pursue and obtain the Sustainable Libraries Certification Program.

There is an opening for the position of Manager, Finance and Facilities at Library Administration - City Centre Branch. This is an exempt full-time (35 hours per week) position reporting to the Director, Administrative Services. The Manager, Finance and Facilities is responsible for managing and coordinating financial systems and facilities programs for the Library.

Major Responsibilities and Duties

  • Administers and monitors the Library’s budget, makes forecasts and analyzes variances to ensure the Library’s funds are effectively managed and controlled.

  • Proposes and coordinates system-wide facilities initiatives to ensure the efficient operation and maintenance of library facilities.

  • Develops, recommends, and implements financial practices and procedures in accordance with Library policies and City of Surrey requirements.

  • Works closely with the City of Surrey’s Finance team in accounting, auditing, budgeting and reporting functions, and Civic Facilities team in facilities maintenance, improvements and audits. Liaises with other City departments such as Privacy and Information Technology.

  • Oversees library’s inventory and condition of furniture and fixtures. Researches, evaluates and leads purchasing of furniture, fixtures and equipment. Participates in contract administration of goods and services. Liaises with suppliers and consultants.

  • Acts as a resource to management and staff on both financial and facilities matters.

  • Prepares, submits and coordinates project requests to improve existing library facilities. Assists with the planning of new library facilities.

  • Identifies and applies for grant opportunities to fund facility improvements.

  • Co-ordinates and/or participates in library and city committees and undertakes special projects as requested.

  • Generates statistics and prepares reports and correspondence regarding issues and activities relating to Finance and Facilities planning and use.

  • Participates in payroll administration and records management for the library system.

  • Investigates complaints relating to financial irregularities and impacts of changes to accounting standards; resolves by taking appropriate action.

  • Represents the Library at a variety of community and civic activities or through participation in relevant associations or consortia activities.

  • Represents Management in Labour Management and grievance matters, as required.

  • Hires supervises, coaches and evaluates work of staff reporting to this position. Disciplinary responsibilities range from verbal warnings up to and including suspension.

  • Performs other related duties.

Qualifications, Knowledge, and Skills

  • A Bachelor’s Degree in Business Administration or Commerce, with a focus on Accounting or Finance, or post secondary degree in a related field. Chartered Professional Accountant (CPA) designation is preferred.

  • Project Management Professional (PMP) certification is an asset, or a combination of project management and facilities operations management training and experience.

  • 3 to 5 years of progressively responsible and relevant professional experience. Experience working in a public sector or unionized environment is preferred.

  • Thorough knowledge of current trends and industry best practices in areas of government finance and financial management, including triple bottom line.

  • Knowledge of fund accounting practices including program costing and budget forecasting, public sector accounting principles, auditing standards and financial controls.

  • Knowledge of project planning and management for facility projects; understanding of building systems and standards, and changing customer needs in public library environments.

  • Knowledge of related computer applications for financial management and reporting, and proficiency with Microsoft Suite of Applications (Outlook, Excel, Word, PowerPoint, etc).

  • Excellent communication skills and ability to make presentations.

  • Excellent organizational, file management and problem-solving skills.

  • Ability to manage and organize multiple projects and work under time constraints.

  • Ability to be flexible and adaptable to different work processes and work in a fast paced and stressful environment.

  • Ability to think creatively, implement new ideas, and champion change.

  • Ability to align decision making and financial planning with a sustainability lens.

Salary: $106,985-122,148
