About the job
In this role, you will:

Review and analyze engineering designs, studies, and reports
-
Provide advice on waste approval requirements and identify submission requirements
-
Recommend approval or rejection of applications for waste management facilities
-
Present technical papers and provide engineering support to the public and stakeholders
-
Assist in the development of training programs
-
Act as an expert witness at public hearings and legal proceedings
-
Work as Duty Officer on a rotational basis
What you bring to the team
Mandatory requirements
-
You are licensed with Professional Engineers Ontario (PEO) or You currently have accreditation as a Professional Engineer in a Canadian Province or Territory, and you will obtain a Professional Engineers of Ontario (PEO) license as a condition of accepting this position.
-
You possess a valid driver's license or equivalent, as recognized by the province of Ontario.
Technical knowledge:
You have:
-
thorough knowledge of the theories, principles and practices of civil, mechanical, chemical and environmental engineering pertaining to waste management activities (i.e. landfill, thermal treatment, process, transfer of hazardous, liquid industrial, industrial, commercial, construction/demolition and municipal wastes), odour emissions and associated odour emission control technologies.

knowledge of new/emerging environmental trends and issues pertaining to waste management.
-
understanding of and demonstrated ability to interpret and apply waste-related legislation/regulations (Environmental Assessment Act, Environmental Protection Act, Occupational Health and Safety legislation and the Environmental Bill of Rights Act) and related procedures and guidelines, codes, standards, policies and guidelines to provide sound technical guidance and to assess compliance of applications.

knowledge of computers and common office productivity software (e.g. word processing, spreadsheet, presentation, database).
Analytical, issues management and project management skills:
-
You can analyze and evaluate waste disposal site and waste management system applications (including engineering designs, specifications, studies, reports, calculations and other supporting data/information) to assess environmental impact and risk to environment/human health and safety and compliance with legislation.

You have the demonstrated ability to employ issues management methods and techniques to identify, address and resolve, or participate in resolving contentious issues with a variety of stakeholders, including municipalities, the public and Indigenous communities.

You have proven project management skills and related methodologies to establish timelines, deliverables for an application, monitoring progress and ensuring timely completion.
Negotiation, communication and interpersonal skills:

You have demonstrated oral and written communication skills to exchange and explain complex technical information, prepare technical documentation, provide testimonies at public hearings and legal proceedings, prepare briefing notes, meeting notes, correspondence and reports.

You have demonstrated interpersonal skills to develop and maintain effective working relationships with a variety of external stakeholders.
-
You have proven negotiation skills to negotiate terms and conditions with proponents, municipal governments, consultants and interest groups and participate in the appeals and/or mediations or court proceedings.
