ABOUT THE ROLE
Reporting to the Senior Project Manager, is responsible for coordinating the implementation of capital projects for facilities owned and managed by the Region; supervising a technical team in the design, planning and contract management of all capital facility construction projects; providing technical consulting advice, ensuring compliance with legislation, contributing to annual plans and policies and conducting research on industry trends and equipment; acting as liaison between contractors, consultants, other project leaders and the Region to ensure that all aspects of these projects are performed effectively, including financial tracking and control.
WHAT YOU'LL BE DOING
- Acts as the Region’s lead on managing capital works construction projects and contracts for Regional properties, as assigned.
- Obtains approvals from outside agencies for capital works construction projects and prepares reports required for the Senior Project Manager; obtains input and requirements from other Regional Branches for the design of the assigned Regional capital projects.
- Prepares detailed estimates of project costs and participates in the preparation of annual budget.
- Authorizes progress payments, other capital expenditures and the release of holdback funds in accordance with approved Regional spending limits.
- Participates in the public tendering process for work as it relates to site development; provides technical expertise and ensures compliance with appropriate legislation, Regional policies, approved plans, specification and drawings.
- Monitors and prepares reports on potential over/under expenditures, as well as recommendations for preferred course of action.
- Participates in the development of the annual and multi-year building capital plan by assisting in the analysis of planned capital works projects, inspecting applicable buildings and systems, evaluating cost estimates and conducting research on the latest trends and equipment in the industry.
- Assists the Senior Project Manager in developing annual business/work plans and in developing service plans and staffing proposals.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Promotes the code of conduct, Regional values and HR policies with staff.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Leads project teams, maintains/develops liaison between multiple project teams, contractors and consultants to ensure that project timelines meet Regional targets and objectives.
- Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
- Implements customer service strategies to ensure that services provided meet Regional customer service standards,
KEY RESPONSIBILITIES
- Lead the design and construction of a diverse range of building types.
- Oversee the retrofit and renewal of existing facilities to maintain a state of good repair, ensuring compliance with York Region’s Corporate Asset Policy and Standards.
- Manage consultants and contractors throughout all phases of project delivery, including preparing plans and specifications, administering contracts, coordinating project management activities, and monitoring project finances.
- Effectively manage project scope, resources, schedules, and deliverables to ensure successful project outcomes.
- Manage stakeholder expectations, provide leadership to multiple project teams, and demonstrate strong supervisory and leadership capabilities.
QUALIFICATIONS AND EXPERIENCE
- Successful completion of a University Degree in Architecture or Engineering Sciences or approved equivalent combination of education and experience.
- Must be certified as a Project Management Professional (PMP).
- Minimum five (5) year's experience in the design and construction of a variety of building types, involving the development of plans and specifications, contract and project management activities, financial monitoring, leading multiple project teams and demonstrated supervisory or leadership experience.
- Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
- Knowledge of the theory, principles and practices related to project management, building design, construction, architectural and engineering principles.
- Excellent knowledge of applicable Federal/Provincial Building Codes, the Ontario Construction Act, Municipal By-Laws and other relevant Standards, Acts and Regulations.
