HRIS Security Lead, BC Health Workday

Role Summary

In accordance with the Purpose, Vision, Values and Coast Salish Teachings, and strategic directions of PHSA, safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA. The BC Health Workday Program is a provincial initiative with seven participating BC health organizations (FHA, IHA, ISLH, NHA, PHC, PHSA and VCHA). The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC’s health system.

Reporting to the Manager, Workforce Planning & Security, the HRIS Security Lead is responsible for leading and supporting the implementation and governance of the BC Health Workday security roles and policies across various Health Organizations. The Security Lead serves as the primary security point of contact, ensuring consistent application of security practices, resolving access issues, and coordinating with the central Security team. Key responsibilities include designing, configuring, and executing security testing, validating role-based access, and managing defects throughout the project cycles. The Security Lead will partner with the Privacy and Security Services Lead and other Security Leads to uphold security governance, proactively monitor policy adherence, and develop and maintain accurate security documentation so support project teams during deployment and sustainment.

Key Accountabilities

  • With guidance from our deployment partner, leads the design and configuration of BC Health Workday security roles, domain security policies, and business process security policies across Health Organizations, ensuring alignment with approved security design and compliance requirements.
  • Serves as the primary security point of contact for assigned Health Organizations, coordinating security-related inputs, resolving access-related issues, and ensuring consistent application of security practices in collaboration with the central Security team.
  • Plans and executes security-related testing activities, validate role-based access scenarios, and support the resolution of defects during all project test cycles.
  • Partners with the Privacy & Security Services Lead and other Security Leads to uphold governance processes, monitor security policy adherence, and proactively escalates decisions, risks, and mitigation strategies.
  • Develops and sustains accurate security documentation, including configuration records and access control models, and provide subject matter expertise to project teams and HO representatives to support BC Health Workday implementation.

Qualifications

  • Experience with Workday, PeopleSoft, Meditech or other HRIS experience is preferred.
  • A level of education, training, and experience equivalent to a Bachelor’s degree in Computer Science, Engineering, or related field, plus five to seven (5 - 7) year’s recent, related experience in security systems technical environment preferably at the Enterprise Level.
  • Experience developing role-based access control models with proper segregation of duties. Prior experience as a Security Lead or Security SME on at least one software deployment project.
  • Ability to translate business requirements into security design aligned with segregation of duties and compliance mandates. Strong stakeholder engagement skills to balance user access requests with compliance and audit requirements. Ability to collaborate with various parnters. Takes initiative to identify and escalate risks.
  • Actively contributes to the continuous improvement of security practices.
  • Experience working effectively within a team environment and partnering with different departments, including Privacy, Security, and Project teams.
  • Excellent written and oral communication skills.

Job Type: Temporary, Full-Time

Wage: $88,990 to $127,923.

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.
