About the role

Job Description Investigator Department: Eeyou Eenou Police Force (EEPF) Report to: Lieutenant Salary Grade: $132,671 Status: Permanent Core Functions: As provided for in the Police Act, the Investigator is responsible for the investigations assigned to him by his Supervisor, such as the investigation in an event of a major accident, violation or crime on the assigned communities’ territory. The Investigator will use various types of equipment and techniques to develop, secure and package physical evidence from the crime scene. The Investigator will also meet, obtain facts or statements from complainants, witnesses and accused persons, and proceed with the arrest and the interrogation of the suspects. The Investigator is responsible for producing a summary of incidents, solving crimes and recommending judiciary action. Crime Scene Intervention Responsibilities: Intervene at the crime scene, validate the information gathered in the preliminary analyses and evaluate the means and resources required for the investigation. Examine the crime scene to obtain, pack and transport clues and evidence. Ensure the clues and evidence are properly protected, preservedand stored. Observe, receiveand obtain information from all relevant sources to perform a preliminary reconstruction of the event. Analyze the information gathered atthe crime scene to reconstruct the crime scene and link the individuals involved in the crime. Investigation PlanningResponsibilities: Determinescope, timing, and direction of investigation. Validate relevant information obtained in the crime scene investigation. List the individuals to meet for the investigation. Schedule the meeting and the investigation. Submit complete report to the supervisor. InvestigationResponsibilities: Perform the investigation as planned. Collaborate with other authorities on activities such as surveillance, transcriptionand research. Meet witnesses, victims, complainants, representativesor other relevant persons. Recruit and use informants. Perform search warrant. Arrests, search, detain and interrogate suspects. Investigation ControlResponsibilities: Develop a work plan for the investigation. Submit work plan to the Supervisor for approval. Enter, transcribe, record, store, or maintainwritten information for every partsof the investigation. Prepare regular investigation’s progress reports. Submit progress report to the Supervisor for approval. Consult Investigator-Advisor. If necessary, consult the Prosecutor. Court Process Responsibilities: Produce a report in a chronological and logical way. Manage the exhibits. Present the results of the investigation to the Crown Prosecutor. Provide courtroom testimony. Communication and External Responsibilities: Develop efficient communication tools with internal, externaland public collaborators. Collaborate with other authorities on activities such as surveillance, transcriptionand research. Exchange information and coordinate activities with partners. Collaborate with local patrolmento develop crime prevention strategies. Attend Detachments’ meetings. Other Responsibilities: Maintain up-to-date knowledge and skills in area(s) of responsibility. Perform other duties as required. Qualifications: Minimum Requirements Be a current member in good standing with the EEPF. Experience 5 years of experience in a recognized police organization as police officer. Good knowledge of the legislative framework, the investigative techniquesand the regulations relativeto documents and archives management. Training To be confirmed in his position, the candidate will have to successfully completed an investigator training of 285 hours. Language: Fluencyin Cree, French, English (2 out of 3). Knowledge and Abilities: Ability to demonstrateattention to detail, rigor, good judgment, sense of organization, patience. Strong problem solving and analytical skills. Ability to communicate with people who are not always specialized in the same field. Ability to continually update his/her knowledge relativeto the management of documents norms, lawsand techniques. Ability to develop and maintaineffective working relationships. Ability to writereports and ability to respect deadlines. Additional Requirements: Hold a valid driver’s license for motor vehicles (class 4A) and be eligible to obtain a driver's license for an emergency vehicle. Willingness to undergo a background check. Willingness to travel occasionally. The Cree Nation Government may, at its discretion, waive any or all ofthe aforementioned requirementsif a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determinedby the Cree Nation Government as a condition of employment.

The Grand Council of the Crees (Eeyou Istchee) represents the approximately 20,000 Crees of Eeyou Istchee. The Cree Nation Government exercises governmental and administrative functions on behalf of the Cree Nation. Both have identical membership, board of directors, governing structures and are managed and operated as one.

The Cree Nation Head Office is located in the community of Nemaska, although there are also satellite offices in other communities and Montreal. The two offices of the Embassy of the Cree Nation, located in Ottawa and Quebec City, are instrumental in upholding the Cree Nation’s relations with the federal and provincial governments and providing technical support to its 10 departments.
