About the role

Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

As a federal Crown corporation, Trans Mountain continues to build on more than 70 years of experience delivering operational and safety excellence through our crude oil pipeline system.

With our expanded pipeline system now in place, Trans Mountain provides enhanced direct access for Canadian crude oil to world markets. Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Team Lead, Supply Chain Governance & Enablement. In this position, you will play a key role in being accountable for ensuring the integrity, compliance, and effectiveness of Trans Mountain’s supply chain and procurement processes and systems. You will lead the team and provide support to the Supply Chain Management (SCM) Department and cross-functionally across the Company, with respect to supply chain planning, analytics, reporting and systems support. This position offers the opportunity to become a key member of the Trans Mountain SCM leadership team and contribute to the vision, strategies and initiatives to improve the Company’s supply chain processes and systems.

Key Responsibilities

  • Lead a small team of supply chain professionals, providing mentorship and development through clear goal‑setting, performance monitoring, and effective priority management

  • Lead the development and implementation of procurement and supply chain policies, procedures, and controls to ensure compliance with relevant regulations, internal standards, and best practices.

  • Develop and lead training for supply chain systems, processes and initiatives within the SCM Department and cross-functionally across the Company.

  • Support internal and external audits of procurement and supply chain processes, ensure compliance with relevant regulations, and help to implement corrective action plans.

  • Collaborating with IT in the development and implementation of a multi-year systems roadmap for SCM.

  • Represent SCM in enterprise applications (e.g. Microsoft D365) and systems implementation and/or development initiatives.

  • Business Owner for SCM systems, including the Contract Management System (Ivalua) and the Sole Source Approval system.

  • Working with IT and vendors, optimizing and/or enhancing existing SCM systems to improve work processes, data quality, P2P transactions, and/or reporting.

  • Identify and recommend process improvements to enhance efficiency, effectiveness, and control within the supply chain, including contracting & procurement, supplier management, and materials management.

  • Create, maintain, and promote standardized supply chain and procurement documentation (standards, process maps, procedures, and Knowledge Base articles) that is clear, consistent, and easy for the business to use.

  • Design, develop, and maintain advanced procurement analytics, models, and dashboards to support spend analysis, value delivery tracking, supplier performance management, inventory optimization, and contract compliance.

  • Develop and monitor key performance indicators (KPIs) and metrics to track supply chain business performance, identify trends, and highlight areas for improvement.

  • Lead SCM Department inputs to corporate reporting requirements, such as ESG reporting.

  • Generate regular and ad-hoc reports on supply chain issues and topics for management review and decision-making.

  • Support the Company’s Commercial Assurance review processes and practices, including interfacing with auditors as required to apply lessons learned in supplier audits.

  • Responsible for overseeing the SCM Cost Savings program, including implementation, validation and reporting of cost reduction and cost avoidances.

Qualifications and Professional Experience

  • Post-secondary education in Supply Chain Management, Commerce, Business Administration, Economics or Engineering, or a related field.

  • Completion of or enrollment in courses for Supply Chain Management Professional designation (SCMP) or an equivalent program (e.g., CPSM).

  • 10+ years of supply chain management and/or contracting and procurement experience in the oil and gas or pipeline industry.

  • Demonstrated leadership capabilities.

  • Proven ability to collaborate effectively and engage stakeholders, with strong skills in building trust, influencing others, and delivering training to peers and business partners.

  • Strong understanding of procurement processes, workflows, governance frameworks, and documentation standards.

  • Proficient with Microsoft 365 tools (PowerPoint, Excel, Visio, SharePoint) with the ability to present information clearly and cohesively

  • Strong knowledge of ERP systems, including Source-to-Contract and Procure-to-Pay applications, and experience with contracting and procurement tools such as D365, Ivalua, or SAP.

  • Demonstrated track record of delivering high-quality work, managing competing priorities, and supporting key business processes or operational functions.

  • Collaborative leader with a passion for mentoring, coaching, leading, fostering teamwork and guiding others; capable in navigating and facilitating difficult conversations.

  • Ability to build and maintain strong, collaborative working relationships with colleagues and stakeholders from a variety of backgrounds and levels across the organization.

  • Excellent communication skills, including the ability to convey information clearly, respectfully, and professionally.

  • Proven ability to navigate sensitive, high‑stakes situations with discretion, tact, diplomacy, and professional judgment.

  • Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment.

  • Willingness and ability to travel as required.
