Position Overview
We are looking for a detail-oriented and proactive Measurement Consultant to join our growing team. This role is grounded in Western Canada’s regulatory landscape – particularly the Alberta Energy Regulator (AER) and Saskatchewan Ministry of Energy and Resources (MER) frameworks – with a focus on production measurement compliance, EPAP (Enhanced Production Audit Program) delivery, MARP (Measurement, Accounting, and Reporting Plan) support, and practical application of AER Directive 017 / PNG017.
Reporting to the Director of Consulting, this role will work directly with client teams including Operations, Maintenance, Engineering, Production Accounting, Field Data Capture, Process Data Solutions, and Emissions groups to improve measurement quality and ensure regulatory compliance across conventional, thermal, and heavy oil assets in Alberta and Saskatchewan.
**Location:**Strong preference will be given to candidates based in or willing to relocate to Lloydminster. Sherwood Park or Calgary will also be considered.
Job Description
Key Responsibilities
EPAP & Measurement Compliance
- Support the planning, scheduling, and execution of Enhanced Production Audit Program (EPAP) assessments including audit preparation, field reviews, follow-up, gap closure, and overall compliance assurance for client operations in Alberta and Saskatchewan.
- Develop, maintain, and coordinate the implementation of EPAP business processes and controls, including the creation of schematic measurement diagrams and compliance documentation.
- Maintain current and applied knowledge of AER Directive 017, MER PNG017, Directive 042/PNG042, Directive 060/PNG036, Directive 007/PNG032, and related measurement directives, applying them in practical client contexts.
- Assist in identifying and correcting non-conformities, audit triggers, and Compliance Assessment Indicator (CAI) reports, developing remediation plans and documented resolutions as required.
- Support the preparation, maintenance, and submission of Measurement Accounting and Reporting Plans (MARPs), ensuring alignment with facility operations and regulatory expectations.
- Ensure timely responses to Non-Conformance Reports (NCRs), regulator-driven audits, corporate audits, and other compliance requests.
Measurement Systems & Technical Support
- Provide technical support and guidance on the design, installation, maintenance, and optimization of measurement systems, ensuring compliance with engineering standards, manufacturer requirements, and provincial regulations.
- Actively monitor facility balances, proration factors, and measurement KPIs to ensure systems are accurate and properly maintained, identifying and resolving metering differences, plant imbalances, and fuel/flare/vent reporting concerns.
- Support tools and applications used in meter verification, calibration management, gas sampling, and electronic flow measurement, ensuring data integrity across all platforms.
- Work with client Production Accounting, Field Data Capture, and operations technology teams to ensure metering configurations, schematics, and system data are accurate and consistent.
- Ensure meters are proved and calibrated in accordance with company policy or regulation and that correction factors are current across all reporting systems.
- Provide guidance on measurement quality and compliance for client projects and Management of Change (MOC) processes.
Regulatory Interpretation & Client Advisory
- Translate AER and MER regulatory expectations into operational best practices tailored to each client’s asset portfolio and operational context.
- Act as a reliable point of contact for clients needing practical support in applying measurement regulatory requirements across their operations.
- Identify requirements and opportunities for measurement regulatory exemptions, preparing and submitting associated regulatory requests on behalf of clients.
- Proactively identify measurement efficiency opportunities, regulatory gaps, and areas for improvement within client measurement programs.
- Support the coordination of site audits and integration of new or acquired assets into existing measurement systems, working across stakeholder groups to ensure regulatory continuity from the date of ownership.
Project Delivery & Documentation
- Develop and maintain metering schematics, measurement documentation packages, and integrated asset documentation (PMs, gas sampling records, master meter lists, calibration records, FFVS, FDC data).
- Contribute to client-facing reports, letters, and presentations that communicate findings, risks, compliance status, and improvement opportunities.
- Navigate and utilize provincial regulatory reporting and submission systems.
- Contribute to the development and upkeep of measurement specifications, standards, and procedures to ensure requirements for safety, compliance, reliability, and maintainability are upheld.
- Participate in continuous improvement initiatives to enhance regulatory workflows, measurement accuracy, and service delivery.
Industry Engagement

Participate in industry and government forums and committees to stay current on regulatory developments and evolving measurement requirements and communicate their impact to clients and the Intricate team.

Share knowledge and mentor junior team members, contributing to training strategies and the ongoing development of team capabilities.
Qualifications
Required
- A degree or diploma in Engineering, Engineering Technology, or a related technical field.
- A minimum of 5 years of experience in oil and gas operations, with at least 2 years working directly in production measurement, regulatory compliance, or a closely related discipline.
- Registered or eligible for registration as a Professional Engineer (P.Eng.), Professional Technologist (P.Tech.), or Certified Engineering Technologist (C.E.T.).
- Strong working knowledge of provincial regulatory frameworks and their measurement requirements, including AER Directive 017, MER PNG017, Directive 042/PNG042, Directive 060/PNG036, and Directive 007/PNG032.
- Familiarity with the Enhanced Production Audit Program (EPAP) and MARP preparation and submission processes.
- Knowledge of industry measurement standards and various measurement system types, sampling techniques, and electronic flow measurement (AGA, API, etc.).
- Strong communication and technical writing skills for both internal and client-facing documentation.
- Proficiency with Microsoft Office suite; comfort with data analysis and business intelligence tools.
- Ability to travel to client sites and field locations, primarily in the Lloydminster corridor and across Alberta and Saskatchewan.
Preferred / Assets

Experience with measurement management, calibration tracking, and gas sampling applications commonly used in upstream oil and gas.
