Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.
Position Summary: The Chief Privacy Officer serves in a key leadership role for privacy compliance in the organization and is responsible for developing the organization’s data management, privacy protection and compliance program, including drafting, and implementing policies and procedures, in alignment with the organization’s mission, vision, values and guiding principles. The incumbent is also responsible for monitoring program compliance, as well as the investigation and tracking of incidents and breaches.
Primary Duties:
- Ensures PBC Solutions has the appropriate privacy practices and controls with respect to the protection of personal information in its custody, and effectively and appropriately responds to privacy inquiries, information access requests, and potential and actual breaches.
- Leads the privacy function in management committees and the incident response team.
- Develops a strategic and comprehensive privacy management program in accordance with the privacy standards for a service provider to a public body in British Columbia pursuant to the Freedom of Information and Protection of Privacy Act with respect to the client’s information, as well as in accordance with the privacy standards under the Personal Information Protection Act and the Personal Information Protection and Electronic Documents Act, as applicable, with respect to the organization’s information. The privacy management program includes developing a privacy compliance methodology to monitor unauthorized access and disclosure by employees; tracking transfers of personal information to third parties; developing a third party/vendor privacy compliance and monitoring program; developing and documenting a process to trigger privacy impact assessments for new and existing systems; and preparing responsibility assignment matrices for privacy-related duties for all job roles within the organization.
- Develops, defines, maintains, and implements a set of policies and processes that enables consistent, effective privacy compliance across the organization and that ensures the confidentiality of the protected information of both the client and the organization, whether in paper and/or electronic format, and across all media types.
- Conducts or oversees and reviews existing privacy impact assessments for complex technological systems and develops action plans for gap remediation. Conducts privacy impact assessments for new or materially changed systems processing the client’s information that meet the privacy standards for PIA submission to the Province of British Columbia.
- Performs or oversees initial and periodic information privacy risk assessment/analysis, mitigation, and remediation.
- Works with senior organization management, including the Director, Information Security and the Director, Information Management & Analytics, to establish the governance framework for the privacy management program.
- Collaborates with the Director, Information Security to ensure alignment between security and privacy compliance programs, including policies, practices, and investigations. Acts as a privacy resource to the Information Management department and other departments (e.g., Business Operations).
- Establishes, with the Director, Information Security, an ongoing process to track, investigate, and report inappropriate access and disclosure of protected information. Monitors patterns of improper access and/or disclosure of protected information.
- Responsible for the development and administration of the privacy compliance monitoring and investigation program regarding the inappropriate access and disclosure of protected information.
- Manages or oversees breach investigation and breach notification processes to the client, the regulatory authorities, and all individuals as required under the Freedom of Information and Protection of Privacy Act, Personal Information Protection Act, and the Personal Information Protection and Electronic Documents Act, as well as other applicable legislation and regulations. Collaborates with People & Culture regarding Privacy breaches by employees.
- Establishes and administers a process for investigating and acting on privacy complaints under Freedom of Information and Protection of Privacy Act, Personal Information Protection Act, and the Personal Information Protection and Electronic Documents Act, as well as other applicable legislation and regulations.
- Develops, delivers, and oversees initial and ongoing privacy education and training to employees, contractors, and internal business units, in collaboration with People & Culture.
- Works cooperatively with the Director, Information Security, and other applicable organization units in overseeing individuals’ rights to inspect, amend, and restrict access to protected information when appropriate.
- Develop policies and procedures to ensure individuals’ exercise of their access and correction rights to their personal information under the Freedom of Information and Protection of Privacy Act and the Personal Information Protection Act. Serves a privacy resource regarding access requests.
- Maintains current knowledge of all applicable federal and provincial privacy laws and accreditation standards.
- Monitors and pro-actively provides advice on privacy trends and new or proposed regulatory requirements that may affect the organization’s collection, use, and disclosure of the client’s protected information as well as its operational activities.
- Identifies areas to improve the maturity level, processes, and operational efficiency of the privacy function of the organization and recommends and supports the implementation of new solutions.
- Acts as the privacy resource on enterprise projects and initiatives to support business units in achieving their objectives while managing privacy risks. Service as the privacy resource to the organization regarding all privacy-related issues.
- Other duties as assigned.

- Governance, privacy, and quality compliance function
- Oversight of records management and documentation framework (e.g., corporate policies).
- Business Continuity Planning
- Leadership of specific operational teams with a direct connection to privacy and records management

Required Education & Experience:
- University undergraduate degree in related discipline, such as information management or law. Master’s level degree preferred.
- CIPM and CIPP/C certifications.
- A minimum of 10 years of experience in leading teams in a privacy department for a public body or a service provider to a public body in British Columbia
- Experience in developing and establishing an organization-wide comprehensive privacy management program for a public body, or for a service provider to a public body, in British Columbia.
- In-depth knowledge of, and experience in the interpretation and application of the Personal Information Protection Act, and applicable privacy-related legislation, regulations, standards, and policies for a private sector organization in British Columbia.
- An equivalent combination of education and experience may be considered.

The base salary range for this position is**$138,800 - $173,500**annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
