About the role

The Brant Haldimand Norfolk Catholic District School Board is seeking an experienced and dynamic Manager of Budget and Finance to lead our financial operations with integrity, strategic vision, and a strong commitment to service excellence. Reporting to the Superintendent of Business and Treasurer, this role is responsible for overseeing Accounting, Budget, Payroll and Capital functions while ensuring financial transparency, compliance, and operational efficiency.

This position is ideal for a collaborative leader who thrives in a complex, fast-paced environment and values public education, fiscal accountability, and strategic financial planning.

Key Responsibilities

  • Provide leadership and supervision to Finance Department staff, including payroll and accounting teams.
  • Develop, coordinate, and oversee the Board’s annual operating and capital budgets.
  • Prepare year-end financial statements, Ministry reports, and other government-required financial documentation.
  • Coordinate annual external audits and participate in internal audit activities.
  • Monitor, analyze, and manage Board-wide cash flow to ensure financial stability and optimal use of funds.
  • Oversee overall boards funding and other grants, ensuring proper accounting practices, controls, and reporting in compliance with Board policies and Ministry regulations.
  • Develop and maintain strong working relationships with schools, departments, trustees, and Ministry representatives.
  • Provide strategic financial guidance to support the Board’s decision-making and long-term planning.
  • Ensure compliance with applicable financial legislation, accounting standards, and Board policies.
  • Foster a positive work environment that promotes teamwork, equity, and service excellence.

Qualifications

  • University degree or diploma in Finance, Business Administration, Accounting, or related field.
  • Chartered Professional Accounting (CPA) designation in a good standing and/or equivalent Professional designation.
  • Minimum seven (7) years of progressive accounting experience, including at least three (3) years in a supervisory role.
  • Minimum two (2) years’ experience managing payroll, capital assets, and budgeting in a school board environment (an asset).
  • Advanced knowledge of financial legislation, public sector accounting, and ministry reporting requirements.
  • Demonstrated leadership skills in a unionized environment.
  • Excellent planning, organizational, analytical, and problem-solving skills.
  • Strong communication skills (oral and written) and the ability to build effective relationships with diverse stakeholders.
  • Advanced proficiency with financial systems, accounting software, spreadsheets, and HRIS.
