The Strategic Enterprise Integration and Modernization (“SEIM”) Division within the City of Toronto, Office of the Chief Financial Officer and Treasurer provides business transformation and modernization across Finance and Treasury Service Area.

In this temporary role, the SEIM Lead will support the Senior Project Manager of the Budget Tool Revitalization project in leading the end-to-end modernization of the City of Toronto’s capital budget software systems with Anaplan, a unified cloud-based solution, and deliver budget modernization initiatives.

The position will support the implementation of complex, large-scale programs, projects and policy initiatives to deliver project mandates. Provide project management, technical expertise and consultation services.

Major Responsibilities

  • Assists in the development and execution of comprehensive project plans and detailed schedules using Microsoft Project and Azure DevOps/Jira, ensuring effective management of deliverables across all phases from initiation to implementation in alignment with established project management methodologies.
  • Applies project management best practices (e.g., PMI’s PMBOK) to support planning and execution of budget tool revitalization project within a complex municipal environment.
  • Collaborates with cross-functional teams including Financial Planning, Technology Services, City Divisions, Agencies, external consultants, and partners to help deliver modern budget planning solution using Anaplan platform within the defined scope, timeline, and budget
  • Coordinates assigned projects and workstreams, ensuring effective cross-divisional collaboration, quality outcomes, and adherence to health and safety standards, while fostering continuous learning and improvement
  • Prepares updates and advises project status, risks, and technical matters, escalating issues as needed to the Senior Project Manager
  • Works with IT and divisions to drive data migration, cleansing, transformation, and load to support future state budget formulation solution
  • Documents project decisions, risks, and divisional impacts, using data to identify issues and determine actions for resolution or escalation, with a focus on system and process improvements and assessing changes from current to future state operations
  • Collaborates with internal and external stakeholders to support the elicitation of requirements, documentation of current and future state business processes, and development of solution artifacts. Partners with consultants, staff, and key stakeholders on planning initiatives, feasibility studies, and the design of future state solutions
  • Facilitates the development of budget planning solutions, including workarounds and contingency plans, to overcome obstacles impacting project deliverables and timelines. Proactively addresses or escalates issues and risks that could affect critical milestones
  • Supports end-to-end testing (unit, functional, QA, integration, regression, cutover) and collaborates with Technology Services to monitor progress and ensure defect-free application delivery
  • Track, documents and reports weekly progress on team milestones
  • Contributes to the development of decision-making documents by conducting option analyses, cost-benefit evaluations, and formulating strategic recommendations for project leadership
  • Supports training documentation reviews including configuration documentation, testing documentation and results, business process procedures, directives, and job aids; ensures adequate documentation is maintained
  • Contribute to organizational change management strategies, support and communicate cutover tasks for assigned work streams, and assist in preparing end users for production readiness

Key Qualifications

  • University degree in computer science or related discipline or the approved equivalent combination of education and/or experience.
  • Experience in leading or supporting Anaplan implementations, including the design of workflows, development of data models, system integrations, data migration, analytics, disclosure reporting, and automation of budgeting processes for financial planning.
  • Demonstrated experience managing technology implementation and modernization projects in complex public sector environments, from inception to completion, utilizing tools such as MS Project, Azure DevOps, Jira. PMP certification is an asset.
  • Demonstrated experience preparing comprehensive project documentation, including business cases, project plans, process workflows, and stakeholder presentations, tailored to diverse audiences and aligned with organizational and project objectives.
  • Excellent communication and interpersonal skills to engage and influence diverse stakeholders, including city divisions, agencies and elected officials, senior management, unionized staff, and external partners.
  • Demonstrated expertise in project tracking and monitoring, including the ability to develop and maintain detailed project schedules, track milestones and deliverables, and proactively identify and resolve potential delays or risks to ensure timely completion.
  • Understanding of business process documentation methodologies, with experience overseeing the development of process maps, workflows, and SOPs in collaboration with cross-functional teams; ability to guide documentation efforts and ensure alignment with project goals and organizational standards.
  • Experienced in collaborating with cross-functional technology teams, vendors, and external partners to align business and technical requirements, manage deliverables, and support the successful implementation of complex systems and modernization initiatives.
  • Demonstrated ability to lead and supervise internal and external teams across all phases of the project lifecycle from initiation and planning through execution, monitoring, and closure while providing training, guidance, and fostering collaboration in multidisciplinary, high-performance environments.
  • Strong analytical, conflict resolution, and problem-solving skills
  • Strong organizational skills with the ability to manage competing priorities under tight deadlines, while exercising sound judgment and discretion in handling sensitive and confidential information.
  • Familiarity with relevant legislation including Occupational Health and Safety, Employment Standards Act, labour relations, human rights, WSIB, and collective agreements.
