Elk Island Public Schools Central Services building is located in Sherwood Park, at 683 Wye Road. Providing services for the Division, Central Services is comprised of eight departments, in addition to the Board of Trustees. The departments include Education Executive, Communication Services, Facility Services, Student Transportation, Human Resources, Financial Services, Supports for Students and Information Technologies.

JOB SUMMARY
The Senior Manager, Projects is responsible for overseeing the planning, execution, and management of funded programs, larger capital construction projects and the modular classroom program, while helping to ensure Elk Island Public School’s (EIPS) learning and working environments are welcoming, caring, respectful, and safe. This involves strategic planning; leading the project management team in facility improvement and construction projects; and providing technical expertise to support EIPS's infrastructure needs and improve systems. The Senior Manager collaborates with stakeholders and maintains effective working relationships while ensuring projects are delivered within scope, budget, and timelines established by provincial and federal legislation and programs. The position fosters a collaborative, respectful, and efficient work environment that contributes to the department’s overall success.
KEY RESPONSIBILITIES
Capital Project Planning and Delivery
- Coordinate the planning and delivery of capital construction and infrastructure renewal projects.
- Manage the implementation of the annual Modular Classroom Program.
- Review project drawings, specifications, and construction documentation prepared by architects and engineers and provide technical feedback.
- Provide technical guidance related to construction standards and project requirements.
- Work with the Planning team and Facilities leadership to support development of capital planning submissions and facility improvement priorities.
- Coordinate project procurement activities in accordance with EIPS procurement policies and legislative requirements.
- Monitor project progress to ensure work aligns with approved project scope, timelines, and budgets.
- Provide input and recommendations in the preparation of the Division three-year Capital plan, ten-year facilities plan, and modular classroom plan as required by the Government of Alberta.
Project and Contract Administration
- Support consistent project management practices within the department.
- Coordinate project activities with consultants, contractors, and internal stakeholders.
- Maintain project schedules and monitor project milestones, budgets, and deliverables.
- Review project documentation including change orders, progress claims, and project correspondence.
- Monitor project expenditures and assist with managing capital project budgets within approved financial parameters.
- Provide oversight into contract documentation, including correspondence, plans and specifications, approval documentation, contractual notices, and invoices.
- Prepare reports and presentations on the progress of all projects, ensuring alignment with Division’s capital and maintenance plans and objectives.
Stakeholder Engagement and Reporting
- Build and maintain effective working relationships with school administrators, consultants, contractors, and municipal representatives involved in projects.
- Provide updates regarding project timelines, scope, and status to internal stakeholders.
- Respond to inquiries related to construction and facility improvement projects.
- Prepare project status reports and supporting documentation for Facilities leadership.
- Represent the Division during interactions with external stakeholders including Government of Alberta ministries, Municipal representatives, community leagues/groups, contractors and service providers. Manage reporting to VFA, provide accurate and timely information.
- Lead preparation of studies and feasibility reports for submission to Alberta Education and Alberta Infrastructure.
Leadership and Operations Management
- Lead and support the day to day guidance of the project team, assign work projects and provide mentorship to increase professional knowledge, skills and build team capacity while ensuring alignment with Division’s standards and educational goals.
- Collaborate with Human Resources for recruitment and employee health support and guidance in addressing concerns relating to attendance, performance management, conduct, and training.
- Provide training and implement workforce development and succession planning strategies to ensure the long-term success and sustainability of the team.
- Respond to school and other stakeholder complaints regarding staff or contractor performance and resolve as appropriate.
- Monitor contractor performance for quality control and cost effectiveness, provide feedback, and take corrective actions as required.
- Contribute to maintaining project documentation standards, templates, and administrative procedures.
- Ensure the document and file management system is compliant with access to information legislation such as the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA) and related administrative procedures.
- Ensure an efficient, respectful working environment, and maintenance of safety standards within the team, within the department, and with contractors.
- Participate in regular professional development including the use of emerging technologies.
QUALIFICATIONS:
Education:
Minimum Required:
Diploma in a related area from a recognized post-secondary school of technology or equivalent combinations of training and experience.
Preferred:
- Degree in engineering in a related area
- Eligibility for a, P.Eng. or P.L.(Eng.) designation
- Project Management Professional (PMP) certification.
- C.E.T. or R.E.T. designation.
Experience:
Minimum Required:
Five to seven years of related project management experience depending on education and certifications.
Preferred:
- 10 years related project management experience
- Supervisory experience.
- Experience within the education or public sectors.
Knowledge, Skills and Abilities:
- Advanced skills and experience in capital project management practices and concepts including the Project Management Body of Knowledge (PMBOK).
- Extensive knowledge of construction and maintenance trade practices, provincial building code and city/municipal codes and bylaws.
- Ability to read and interpret municipal planning documents, site plans, architectural, engineering and survey plans/drawings.
- Knowledge of land use bylaw and the Municipal Government Act (MGA), Education Act, and workplace safety and awareness of Occupational Health and Safety regulations.
- Knowledge and experience in capital budget planning and controls, contract tendering and contract law.
- Experience developing and negotiating collaborative agreements and contracts.
- Excellent organizational, prioritization and time management skills and the ability to handle multiple projects simultaneously.
- Demonstrated ability to establish and maintain effective relationships with stakeholders, lead meetings, and mediate disputes.
- Strong critical thinking, analytical reasoning, problem solving, and attention to detail.
- Excellent verbal and written communication skills including presentation skills for a broad range of audiences.
- Ability to successfully work in a team environment as well as independently with minimal supervision.
- Proficient in project management tools and software, Microsoft Office Suite, and emerging technology.
- Knowledge of records management principles including the Access to Information Act (ATIA) and Protection of Privacy Act (POPA).
Qualifications, Certifications and Designations:
Valid Alberta Driver’s License in good standing as per the requirements of the Elk Island Public Schools Vehicle and Equipment Operating Manual and access to a reliable vehicle.
