About the role

The Calgary Police Commission (the Commission) is a board of 10 community members and two city councillors appointed by City Council and the Government of Alberta to provide independent governance and oversight of the Calgary Police Service. It serves as a non-political board of directors that ensures the police operate at arms-length from elected leaders while also being accountable and responsive to the community.

The Alberta Police Act gives the Commission responsibility for hiring and supervising the police chief, establishing policies that ensure Calgary has efficient and effective policing, establishing police priorities and annual policing plans in consultation with the police chief, providing oversight on certain police personnel matters, and approving how the police budget is spent.

Reporting to the Commission’s Executive Director, the Commission is seeking an experienced and motivated business strategy and policy development professional. Primary duties include:

  • Conduct independent research into and analysis of trends across social, political, economic, technological, and legislative domains, as well as emerging law enforcement issues and governance best practices, to inform strategic decision-making.

  • Coordinate the strategic planning and annual workplan for the Commission to ensure that the Commission achieves its strategic objectives and legislated responsibilities each year.

  • Develop and implement evaluation frameworks, typically in collaboration with the Calgary Police Service, to support the Commission in measuring the performance of the police chief and Service.

  • Prepare strategic documents, reports, presentations, recommendations, and policy papers to support the Commission in its police governance role.

  • Manage and complete special projects, often in collaboration with other Commission staff or the Calgary Police Service, to advance police governance or help the Commission fulfill its mandate.

  • Create, review, and update the policies and processes that govern how the Commission operates. This includes research best practices and stay current on trends in police governance.

  • Monitor changes to Calgary Police Service policies and work with the Service to facilitate an appropriate level of Commission input into any policies with governance-level significance.

  • Collaborate with the Calgary Police Service to facilitate the Commission’s role in the development, approval, and monitoring of police strategic plans and budgets.

Qualifications

  • A Master’s degree in a related field, such as business administration, public administration, public policy, political science, or another related social science with a minimum of 5 years of progressive experience that includes research and analysis, policy development, and strategic planning.

  • Demonstrated experience providing well researched, evidence-based policy recommendations to decision makers, preferably at a governance level is required.

  • Experience working in law enforcement, government, or for a governance body is considered an asset.

  • Formal training in governance best practices is also considered an asset.

  • Excellent verbal and written communication skills with a proven ability to summarize complex findings into brief, clear, and actionable reports for decision makers.

  • Strong interpersonal skills, including an ability to influence without authority, work collaboratively, and establish strong and positive working relationships with colleagues, board members, and partners.

  • Strong critical thinking, political acumen, and adaptability, with a commitment to continuous improvement and a proven ability to strategically analyze situations and data.

Pre-employment Requirements

  • An enhanced security clearance will be conducted.

  • Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Union: Contract with Benefits

Position Type: 1 Permanent

Compensation: Level P3 $104,938 - $131,172 per

annum

Hours of work: Non-standard 37.5 hour work week

Location: 1150 - 202 6 Avenue S.W.

Days of Work: Monday to Friday. Occasional

evening and weekend work may be required.
