About the role
BCIT’s Facilities and Campus Development department is seeking a regular, full-time (1.0 FTE**) Manager, Facilities Support Services.** This position manages the delivery of facilities support services, including custodial, waste, recycling and pest control services across BCIT campuses, with authority over staff and contractors, ensuring safe, reliable, and efficient facilities operations. Develops and implements operational plans, best practices, budgets, standard operating procedures, policies, and service standards to support operational effectiveness, sustainability, and service excellence. Holds accountability for service-centered operational delivery, maintenance programs, contracted services, and long-term campus maintenance and renewal planning, ensuring effective emergency response, service excellence and regulatory compliance.
Duties & Responsibilities
KEY****ACCOUNTABILITIES

Assists in developing programs and processes for efficient operation of services, including using facilities management information technology tools to improve business processes. Collaborates with CPF managers to understand operational requirements and ensure coordinated planning and delivery of facilities support services.

Manages day-to-day facilities support services, including custodial, waste, recycling and pest control services, to ensure consistent service delivery aligned with sustainability goals and customer satisfaction.

Develops and maintains operational plan and operating budget related to facilities support services ensuring effective cost control and resource allocation to address the critical needs and priorities across all campuses. Prepares operational performance reports for the leaders to support informed decision-making and service planning.

Promotes sustainable practices and waste reduction strategies that support BCIT’s environmental and sustainability goals. Ensures compliance with all relevant federal, provincial, and municipal health, safety, and environmental legislation, regulations and standards, as well as BCIT policies, procedures, and industry best practices.

Develops and implements cyclical custodial maintenance services and processes to ensure long-term asset preservation and operational efficiency and improve safety, consistency and quality across all service areas.

Advises senior leadership on services, programs, and contracts to support and optimize facilities development strategies and goals, applying professional expertise and assessing budget, risk, regulatory constraints, efficiency, and best practices.

Manages procurement activities for facilities support services operations, ensuring compliance with BCIT policies, contracts, and budget requirements.

Develops and maintains operational contingency plans for facilities support services department that support BCIT’s business continuity framework for all BCIT sites.

Provides operational leadership during facility incidents or service disruptions, coordinating staff and contractors to restore services safely and efficiently.

Monitors the use of the Computerized Maintenance Management System (CMMS) to ensure accurate

data entry, timely work order management, and reporting for maintenance activities.

Collaborates with departments and schools, understanding their needs, establishing and maintaining effective plans and activities regarding facilities support services.

Liaises with Safety, Security and Emergency Management (SSEM) department to develop and apply the best practices in safety from relevant industry sectors.

Manages facilities support service contracts, including identifying service needs, developing and completing NRFP processes, preparing procurement documentation, consulting with internal partners, coordinating evaluation and award activities, monitoring contractor performance and contract compliance, and implementing corrective actions as required.

Establishes and maintains relationships with vendors and contractors. Organizes regular operational meetings with contractors and service providers to review KPIs, address deficiencies, and drive continuous improvement initiatives.

Manages contractors ensuring adherence to contract terms, safety standards and codes, and coordinating with in-house operations to maintain service quality, compliance and alignment with BCIT standards.

Conducts research and maintains awareness of industry trends and best practices. Identifies new opportunities and implements process and technology improvements to enhance efficiency and optimize operations and service level.

Participates in professional development and industry networks, including APPA and related organizations, to stay current with evolving best practices.

Shares after hours on call responsibilities with other Facilities Services managers.

Manages direct and indirect reporting staff, including selection, coaching, mentoring, development, performance management and all other people-management practices. Collaborates with the Associate Director on workforce planning and performance-related matters.

Carries out other related duties and responsibilities as assigned, in accordance with operational requirements and consistent with the scope of the role.
Qualifications
QUALIFICATIONS & REQUIREMENTS

Bachelor’s degree in a relevant field (e.g., Facilities Management, Business Administration, or related discipline).
-
Five years of current managerial experience in facilities operations or manufacturing environment, or a related field, preferably in a unionized setting.
-
An equivalent combination of education and experience may be considered.
-
Experience working within or applying APPA facilities management standards or equivalent institutional performance frameworks preferred.
-
Demonstrated experience managing service contracts and vendor relationships.
-
Proven financial management skills, including budgeting, forecasting, and fiscal oversight.
-
Strong ability to lead and develop diverse teams, foster accountability, manage change and drive results.
-
Training and experience in facilities management, property management, custodial management, preventative maintenance, project management and building trades, including building codes, industry standards and procedures.
-
Proficiency with Microsoft Office and CMMS applications.
-
Demonstrated ability to communicate effectively with stakeholders at all levels of the organization and design and implement processes that enhance service delivery.
