Environment and Climate Change is seeking a qualified individual to fill the position of Enforcement Specialist located in either Winnipeg or other rural or urban locations.
Duties:
Reporting to the Issue Manager of Environmental Compliance and Enforcement Branch, the Environmental Enforcement Specialist provides expert guidance, oversight, and support for investigation, compliance, and enforcement activities in all program areas undertaken by Environmental Compliance and Enforcement staff in the enforcement of environmental legislations throughout the province. The incumbent is also responsible for proposing legislative changes, participate in discussions of legislative amendments and support management on complex and potentially sensitive issues as required.
The Environmental Compliance and Enforcement Branch (ECE) operates as the enforcement arm of the Environmental Stewardship Division within Environment and Climate Change Manitoba. It is responsible for ensuring regulatory compliance with a range of provincial environmental statutes, safeguarding Manitoba’s environment through monitoring, inspections, and enforcement actions.

Qualifications:
Essential:
- A post-secondary degree in environmental or social sciences, environmental law, natural resource management, or a related field is required or diploma in above any of the stated fields with significant relevant experience may also be considered.
- Demonstrated expertise in enforcement, compliance, and investigative practices, ideally gained through experience in law enforcement, environmental enforcement agencies or resource conservation agencies.
- Extensive experience in investigation, compliance and enforcement activities.
- Experience working with and understanding/interpretation of environmental legislation (e.g., The Environment Act, and other jurisdictions or federal legislations such as The Canadian Environmental Protection Act (CEPA), Fisheries Act) and enforcement procedures.
- Ability to provide strategic and tactical advice to management and staff related to inspection, investigation, compliance and enforcement.
- Experience developing, delivering and/or facilitating formal and informal training for staff related to investigation, compliance and enforcement.
- Strong verbal communication skills.
- Strong written communication skills.
- Strong interpersonal skills and demonstrated ability to work collaboratively with multidisciplinary teams, enforcement officers, analysts, legal counsel, and external stakeholders including community representatives.
Desired:
- Experience in drafting and/or interpreting policy and operational guidelines.
- Strong verbal and written communication skills in French is an asset.
