The Engineering Department is responsible for the Municipality's extensive infrastructure networks including: three treatment and distribution systems (240 km of pipes, 5 dams, 7 pump stations, 16 reservoirs, 10,000 connections); four sanitary collection and treatment systems (150 km of pipes, 14 pump stations, 4 wastewater treatment plants); an extensive road network (280 km of roads, 7 bridges) as well as an extensive drainage and flood protection network (160 km of pipes, 4 km of dikes, 5 flood pump stations).
Reporting to the Director, Engineering this position provides senior leadership and supports the day-to-day management of the engineering team. The engineering team is comprised of an Infrastructure Group, a Utilities Planning Group, and a Transportation/Drainage Group. The Senior Manager, Engineering (Utilities) liaises closely and works collaboratively with the Infrastructure Group, the Transportation/Drainage group, the Operations Department, the Environmental Services team, the Planning and Building Department, and other senior leaders. The Senior Manager, Engineering (Utilities) supports the Director, Engineering in long-term planning for the department, the Manager, Infrastructure who is responsible for implementing the capital program, supporting the land development review process, and working collaboratively with the Senior Manager, Engineering (Transportation, Drainage). The position is also responsible for implementing the Municipality's strategic priorities and goals, including preparing and making global decisions related to the Engineering Department capital and operating budgets and asset management.
This position may be called upon to prepare for and attend regular Council and/or Committee of the Whole meetings when required, attend routine senior leadership meetings, and may represent the Municipality at regional functions, liaise with other government agencies and institute provincial and federal regulations. Deployment to other duties may be required from time to time at the direction of the Director, Engineering.
As the preferred candidate, the incumbent must be a Professional Engineer (P. Eng.) or equivalent, be a full member in good standing with EGBC, and possess 7+ years of experience as a civil engineer, with at least three years of progressive experience in senior engineering positions, preferably in a local government environment.
The successful candidate will also possess experience in the following key areas:
- Technical skills:
- planning and design of civil engineering works such as:
- water distribution and treatment;
- sanitary collection and treatment;
- proficiency in using Microsoft Office programs;
- Management skills:
- strong project management and budget management skills;
- the ability to deal effectively with the general public and development community;
- demonstrable ability to manage engineering and project team staff in a unionized environment;
- demonstrable innovative problem-solving abilities;
- Communication and consultation skills:
- superior communication skills, including outstanding oral presentation and report-writing skills, in order to establish and maintain effective working relationships with staff, senior management, Council and members of the public; and
- public communications and engagement including consultation with First Nations.
Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.
