###POSITION SUMMARY
Reporting to the Manager, Maintenance & Facilities, the Supervisor, Maintenance & Facilities, is responsible for providing effective leadership and supervision for all day to day operations related to all aspects of maintenance and facilities for their assigned Long Term Care Home. More specifically, this role has oversight of all matters related to the building and building systems (e.g., fire alarms), landscaping, safety and security, equipment, planned and unplanned maintenance, capital upgrades, and renovations. Further responsibilities include, preventative maintenance and repairs, in accordance with County policies and relevant legislation. As a valued member of Long-Term Care and Seniors Services, the Supervisor, Maintenance & Facilities demonstrates a commitment to resident safety by providing quality care in accordance with the organization’s mission, vision and values.
###DUTIES AND RESPONSIBILITIES (not listed in order of priority)

Provide oversight for all Maintenance and Facilities department responsibilities and issues at the assigned Long Term Care Home.

Ensure the property maintenance standards of the Corporation are maintained, supervised, and conducted in the most efficient manner, and in accordance with provincial legislation, municipal by-laws and relevant policies. Monitor and evaluate department-wide Quality/Risk Management program and statistical reports.

Under the direction of the Manager, Maintenance & Facilities, assist to plan, implement, standardize, monitor, perform, and evaluate preventive maintenance programs for corporate building systems and equipment (heating, cooling, domestic water, electrical, plumbing, fire system, etc.). Monitor the Service Request System (SRS) daily for reactive maintenance issues and prioritize accordingly. Procure and schedule contractors as required and manage existing agreements.

Update asset management database and make recommendations on short and long-term requirements for the assigned Long Term Care Home, project priorities, implementation timing, relevant research, and budget estimates. Provide input to the Manager, Maintenance and Facilities on the long-term financial plan and annual budget. Assist client departments in this planning if required.

Coordinate and maintain the fire safety procedures, security, and emergency preparedness program for the assigned Long Term Care Home. Develop and promote safe work practices which adhere to requirements of health and safety legislation and policies. Act as Safety Officer, and implement maintenance and facilities policies and procedures; with input from the County health and safety representative. Maintain compliance with all applicable Federal, Provincial and Municipal standards, regulations, and codes.

Provide oversight on the safe use and care of facility equipment. Follow the established reporting procedure to report unsafe equipment or hazardous situations. Ensure all equipment and tools are maintained and repaired promptly to eliminate breakdown and safety hazards.

Assume responsibility for effective waste management, pest control, water supply, water temperature, air quality and maintenance services. Ensures maintenance services are regularly provided including, internal and external painting, furniture refinishing and repair.

Ensure that grounds are maintained to established standards with regards to parking areas, walkways, grounds upkeep, landscaping, grass cutting, and snow removal. Procure and schedule contractors, manage existing agreements and work collaboratively to negotiate new contracts. Monitor, provide guidance and supervise all facilities related contracts.

Participate in home’s disaster and emergency planning in collaboration with local and emergency planning groups. in collaboration with the site Administrator coordinates activities in the event of an internal/external disaster.

Implement risk management related activities for the assigned Long Term Care Home to optimize resident safety and mitigate risk related to training, physical plant, equipment, systems and processes, regulations, and legislation.

Maintain inventories of departmental supplies ensuring adequate quantities are available. Purchase materials, supplies, and equipment according to needs, budget limitations across varying budgets and purchasing policy as approved by the Administrator and/or Director of Senior Services. Ensures that all facilities and maintenance products are labeled and safely stored in accordance with WHMIS standards and suppliers’ information.

Assist in designing, implementing, and coordinating daily, monthly, and annual maintenance programs by giving direction to the Maintenance Worker(s)/Handypersons/Students in their regular duties. Coordinate assigned capital works projects including site inspections, directing contractors in completion of work, inspecting work in progress for adherence to specification by contractors and final inspection reports for deficiencies in all work.

Provide coverage for the functions of the Manager, Maintenance and Facilities in their absence.

Implement risk management related activities for the assigned Long Term Care Home to optimize resident safety and mitigate risk related to training, physical plant, equipment, systems and processes, regulations, and legislation. Ensure building safety training is provided to all new staff across the campus.

Responsible for the recruitment, evaluation, discipline, and termination of Maintenance and Facilities personnel at the assigned Long Term Care home.

Respond to 24-hour emergency situations within their assigned Long Term Care Home and make corrective decisions. Provide on-call coverage on a rotational basis with other LTCSS leaders.

Administer the County’s Attendance Management Program for the Maintenance and Facilities staff to ensure effective human resource management and day to day operations and delegating as necessary.

Collect statistical data and prepare reports as required.
-
Develop and maintain effective relationships with other departments and community partners.
-
Meet with residents, clients, and/or families to resolve concerns related to the Facilities and Maintenance department.
-
Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

Participate in and demonstrate an understanding of resident safety principles and practices into all day-to-day activities. Follow all safe work practices and procedures and immediately communicate any activity or action which may constitute a risk to resident safety.

Participate and lead committees, meetings, and projects as required.

Perform other duties as assigned, including redeployment in emergency situations.

Works in compliance with the Occupational Health & Safety Act and the Long Term Care Homes Act, Retirement Homes Act, Residential Tenancies Act and their regulations in performing duties in a safe manner and follows all County of Simcoe Health & Safety policies, procedures and legislation.

Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act and the Personal Health Information Protection Act.

###EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

Post-secondary diploma or certificate in a facility related Engineering Technician/Technology program, Building Science, or related skilled trade and/or a professional designation (e.g. FMP, PMP). This job may be considered for educational equivalency in accordance with County Policy.

Valid G Class Driver’s License and access to a reliable vehicle.
-
A strong knowledge in basic carpentry and construction, plumbing and heating, electrical, painting and small engine/equipment repair.
-
Certification in an applicable trade (i.e. electrician, plumber, HVAC) an asset.
-
Must be knowledgeable in SAP PM / SAP.
-
Must be accustomed with door security system(s) and software.

Good supervisory skills and ability to interpret and apply employment policies and collective agreements.

Knowledge of the Ministry of Health and Long Term Care Homes Act and regulations, Occupational Health and Safety Act, and the Accreditation Process.

Minimum of three (3) years previous experience in progressively responsible positions, performing maintenance work in a variety of trades: plumbing, HVAC, electrical, painting, grounds maintenance, etc. and with preventative maintenance programs.

Minimum of one (1) year of experience in the supervision of staff and the administration of employment policies and collective agreements.
