Job Information
Located in Yellowknife and reporting to the Manager, Major Projects, the Major Projects Specialist is responsible to provide technical advice on the administration and management of public land for the development of major projects.
The Specialist must possess an understanding of this distinctly northern environment within which the Government of the Northwest Territories (GNWT) land and resource management and administration obligations are carried out and demonstrate the ability to support department al goals, objectives, and priorities.
This position would also conduct studies and trends analysis, identifying potential policy/legislative changes and gaps, and would make recommendations to the Manager for potential inclusion in the departmental policy framework.
The Specialist works with a broad range of colleagues, including colleagues within the Department, other Departments in the GNWT, other levels of government (Federal, Municipal and Indigenous), private sector companies and co-management boards. This position periodically works with upset or frustrated clients and must be able to work and provide service in a professional and courteous manner to all clients.
Knowledge, Skills, and Abilities
- Knowledge of the theory, methods, techniques and practices of negotiation and problem-solving.
- Knowledge of environmental impact assessment legislation, regulations, processes and procedures
- Ability to interpret legislation, regulations, policies that govern the administration of land and resources.
- Ability to understand cultural differences and how they influence communications, consultation and decision-making with regards to land claims, land use and environmental protection issues.
- Ability to plan, direct and evaluate research and special project/programs.
- Ability to communicate at an advanced level both orally and in writing, including the ability to write concisely, clearly and persuasively and for various audiences
Typically, the above qualifications would be attained by:
An undergraduate degree in a discipline or subdiscipline of biophysical or natural sciences, social sciences, geography, environmental science, resource management, law, or related fields of study and two (2) years of relevant experience.
Equivalent combinations of education and experience will be considered.
