Position Summary

Reporting to the Executive Director of Community Services, the Development Compliance Coordinator is responsible for leading an integrated and consistent approach to achieve development compliance. The position drives collaboration between developers, landowners, and internal departments to coordinate the County’s oversight of development to secure compliance with permit approvals, appropriate municipal plans, policy, and the Safety Codes Act. Working with department managers and the Executive Director, the Coordinator will be the primary contact and expert on development compliance matters to ensure a timely, consistent, and solution-oriented approach to compliance issues that arise.

A strong knowledge of the development process and regulatory framework is required to support Bylaw Officers in undertaking inspections in response to development-related complaints, in coordinating a unified response from Planning and Building Services, and in providing updates on enforcement-related applications. Strong decision-making skills and creativity are required in recommending solutions on challenging compliance files and in determining appropriate enforcement action, when required. The Coordinator will also support higher quality development decisions for customers and residents by championing the use of approval conditions that are precise, necessary, and enforceable.

Core Accountabilities

Compliance, Enforcement & Inspections

  • Lead research and communication between departments to establish consistent and practical recommendations to management on compliance files.
  • Drive collaboration between the Planning, Building, Enforcement, and Engineering departments, providing support, technical knowledge and coordination on enforcement files and subsequent permit applications.
  • Undertake post-approval development permit inspections to verify compliance for the purpose of occupancy and other conditional requirements.
  • As required, support Bylaw Officers on investigations and site inspections following the receipt of development-related complaints.
  • Monitor and provide updates on development compliance related applications, acting as the lead coordinator on such matters, and working with the file manager to ensure the efficient processing of these files.
  • Where appropriate, process enforcement-related development permit applications in an efficient manner and ensuring compliance with relevant County policies, regulations and standards.
  • Exercise considerable independent judgement in dealing with complaints.

Advisory & Subject Matter Expertise

  • Act as a subject matter expert for Development and Building Services staff, supporting the development of permit conditions that are legally sound, practical and aligned with other provincial and municipal approvals.
  • Attend the Subdivision and Development Appeal Board, Council and other boards and committees, as required, to provide support and advice in collaboration with Planning, Building Services and Enforcement Services staff.
  • Review and make recommendations for new or existing County bylaws.
  • Prepare and present reports and documentation to Council, Boards, Committees, Public groups, organizations, and Court, as needed.

Customer Service & Stakeholder Relations

  • Lead by example, by providing superior customer service to complainants, developers, and other stakeholders as well as following and promoting industry best practices and County values and objectives.
  • Promote a solution-based approach to compliance matters that seeks to avoid enforcement action, wherever possible.
  • Educate property owners and other residents about planning and development regulations and options for compliance.
  • Conduct public educational seminars at assigned schools, service groups, and events as required.

Leadership & Collaboration

  • Resolve issues expeditiously and ensure that employee resources are in place and utilized effectively to address concerns.
  • Mentor more junior staff from time-to-time and act as a resource for other team members according to expertise within the division.
  • Support the Community Services Division on process improvement projects and significant applications through research, engagement, coordination, and other work.

  • Demonstrated leadership skills, team building, conflict resolution, business/technical writing skills, coaching, time management, organizational, problem solving, and decision making ability.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
  • Requires a high degree of decision making derived from broad objectives, instructions, and policies. Problems addressed and subsequent decision making are made utilizing factual data and applying fundamental principles.
  • Perform other administrative duties and special projects as assigned.

Position Requirements

Completion of post-secondary diploma or a certificate in a related field with a minimum three (3) years of progressively responsible and diversified experience that includes land use compliance. Consideration for equivalent combinations of experience and education will be considered.

  • Thorough and sound knowledge of the Land Use Bylaw, the Municipal Government Act (MGA), and County bylaws and policies related to planning and development requirements.
  • Knowledge and understanding of the MGA as it pertains to the processes of issuing Violation Tickets, and MGA Orders for compliance if corrective action for a violation does not occur.
  • Ability to interpret the Land Use Bylaw and building construction plans, drawings, site plans, sketches, and related documents.
  • Strong verbal, written, and interpersonal communication skills with a strong focus on customer service.
  • Must possess positive public relations and effective oral and written communication skills.
  • Must possess a strong ability for attention to detail, accuracy, timing, and scheduling of work for this position, with the ability to meet demanding deadlines.
  • Must be individually motivated, with the ability to act independently within a close team environment, exercising independent judgment within tight time frames.
  • Exceptional ability to effectively and rationally deal with difficult land owners and to remain calm in stressful situations.
  • Excellent time management and organization skills, and the ability to effectively handle a demanding workload.
  • Maintain a high level of dress and deportment that will demonstrate a positive representation of the department and the County.
  • Proficiency in MS Office suite.
  • Clean Criminal Record.
  • Possess a valid Alberta class 5 driver's license with minimal infractions.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Take reasonable care to protect their health and safety and other persons at or in the vicinity of the worksite while they are working.
  • Required to work outside of regular operating hours and/or overtime on occasion, as operational or service demands necessitate.
