Reporting to the Product Management and Delivery Enablement Manager, the Technology Business Analysis Lead is responsible
for leading a pool of technical business analysts who support a wide range of initiatives across Manitoba Hydro operating in
waterfall, product, Agile, and hybrid ways. This role will champion the business analysis practice through the ongoing refinement of
business analysis best practices, policies & standards, training, career paths, and methodology to align with Digital & Technology's
(D&T) operating model.

Key to success in this role is transitioning the existing team to work in digital product and Agile ways and collaborating with business
and D&T colleagues to ensure stakeholders have been appropriately engaged and business requirements are clear so that quality
outcomes can be delivered.

Responsibilities:

  • Lead and mentor a team of Business Analysts across a wide range of initiatives—including digital product development,

technology implementations, compliance/regulatory work, and process improvements—spanning large-scale programs and
smaller efforts.

  • Apply and guide the use of diverse delivery methodologies including Product Management, Agile, Hybrid, and Waterfall where

appropriate.

  • Champion the adoption of product management methodology within the Business Analyst team, ensuring alignment with agile

practices and iterative delivery.

  • Define, maintain, and enforce standards for business analysis deliverables (process maps, user stories, acceptance criteria,

data models, etc..) that fit both product and project contexts.

  • Provide coaching and mentorship to Business Analysts on problem framing, value definition, agile delivery, risk & impact

assessment, and customer-centric analysis

  • Oversee BA involvement in the digital intake process ensuring requests are accurately captured, scoped, and assessed for

business value and prioritization.

  • Provide accurate and consistent business analysis inputs to support governance gating, portfolio dashboards, and executive

reporting, enabling transparent decision-making.

  • Drive cross-functional alignment between business partners, product owners, enterprise architects, developers, testers,

cybersecurity, and data governance teams to ensure shared understanding of requirements and value.

  • Ensure non-functional requirements such as security, data quality, compliance, and integration standards are captured early

in analysis and integrated into delivery.

  • Promote continuous improvement by incorporating lean and agile practices and identifying opportunities for process

automation and efficiency, and developing strategies to grow business analysis capabilities through training and career
development.

  • Works on multiple projects and meets deliverables through goal setting, time management, team management, planning and

leveraging practices and process to manage and simplify work.

Qualifications:

  • A four year Bachelor degree in Computer Science, Management of Information Systems, Commerce, or a related discipline

from a recognized university, plus a minimum of five years of related experience in a Business Analyst or Business Systems
Analyst role;
OR

  • A two year Diploma in Business Technology Management, Business Administration or a related discipline from an institute of

recognized standing plus a minimum of seven years' experience in a Business Analyst or Business Systems Analyst role.

  • Certification through the International Institute of Business Analysis (IIBA), the Project Management Institute (PMI), and/or

Lean Six Sigma would be preferred or would be considered an asset.

  • Advanced understanding of tools and technology commonly used by Business Analysts (e.g. MS Office/M365, Miro, Visio,

mind mapping and process documentation applications).

  • Demonstrated experience in analytical thinking and problem-solving techniques in the context of defining stakeholder needs

and identifying changes that will deliver value.

  • Demonstrated experience working within both Waterfall and Agile project lifecycle methodologies: analysis, design,

configuration, prototyping, testing deployment with cloud and on-premises applications.

  • Understanding of existing, new, and emerging technologies.
  • Knowledge of electric and natural gas utility business functions and technology solutions (including both information

technologies and operational technologies) would be an asset.

  • Experience working with demanding business areas, managing relationships, and setting expectations and a proven record of

establishing trust and respect through personal ethics, accountability and adaptability.

  • Excellent written and verbal communication skills, as well as facilitation and presentation skills with the ability to articulate new

ideas and concepts to technical and nontechnical audiences.

  • Demonstrated ability to multi-task, managing multiple priorities in a professional manner with strong organizational and time

management skills.

Salary Range

Starting salary will be commensurate with qualifications and experience. The range for the classification is $47.22-$65.19 Hourly,
$90,484.68-$124,925.58 Annually.
