Position Summary

Are you interested in an opportunity to grow professionally within a positive and progressive culture? Northern Health is seeking a Director, Development Services & Projects to join our Capital Planning & Support Services department

The Director, Development Services & Projects is responsible for the planning, construction and evaluation of all major capital projects within the incumbent’s portfolio. This position provides expertise and advice as well as supporting the Senior Operating Officers’ by undertaking long range major capital needs requirements planning, providing advice on design and construction to ensure the best fit of functionality and cost effectiveness, and undertaking detailed cost projections and business case development. This position ensures legislative compliance related to worker and public safety, building and construction codes, municipal and regional by-laws, and environmental impact assessments. The incumbent is the site authority on construction matters and oversees construction project development for all sites including managing the contractors to ensure work and materials quality and contract specifications are met. This position works directly with architects and engineers to ensure quality and functionality in facilities planning. The Director, Development Services & Projects manages the contracts and provides oversight to those professionals and contractors hired to plan and deliver specific projects. The position is responsible for convening and supporting Project Building Committee’s, User Group Meetings, or other project related committees as required.

Starting salary will be approximately from $116,591 to $145,739 and will be based on education, training, experience, and salaries of similar positions.

Qualifications
  • A recognized Degree in Engineering or Architecture supplemented by advanced courses in project management plus five (5) years of progressive post licensure experience in all phases of Healthcare construction project management or ten (10) years post licensure experience in construction project management in a large, complex environment, or an equivalent combination of education, training and experience.

Skills and Abilities:

  • Demonstrated ability to express complex engineering and construction concepts effectively, both verbally and in writing.

  • Working knowledge of appropriate legislation and municipal/provincial/national standards/codes and development and building permit processes.

  • Demonstrated skills in leadership, communication and facilitation.

  • Demonstrated ability to negotiate consensus with contractors and department heads.

  • Ability to work independently and in collaboration with others.

  • Demonstrated analytical and problem solving skills.

  • Demonstrated knowledge of building codes and bylaws.

  • Ability to work under pressure with deadlines and changing priorities.
