Summary
The Senior Project Manager provides senior-level oversight, leadership, and strategic direction for construction and lifecycle projects within a large District Energy System provider. This role is accountable for ensuring successful delivery of multiple concurrent projects—from initiation through close-out—while setting standards, guiding project teams, and ensuring alignment with organizational goals. As part of the leadership team within a Public-Private-Partnership (P3) environment, the Senior Project Manager acts as a key representative of the Private Partner, fostering strong relationships with clients, contractors, suppliers, and internal stakeholders. The position ensures that all projects are executed safely, on schedule, within budget, and to the highest quality and compliance standards.
Responsibilities
Strategic Project Planning & Scheduling
- Lead the development of comprehensive project plans, schedules, and milestone frameworks across a portfolio of projects.
- Provide strategic oversight of design processes by coordinating inputs from architects, engineers, and specialized consultants.
- Establish project controls, forecasting methods, and governance processes to support consistent execution.
Budget Leadership & Financial Oversight
- Oversee and approve project budgets ranging from $50K to $50M+, ensuring financial discipline and alignment with corporate objectives.
- Monitor costs, analyze variances, and implement corrective actions to maintain financial performance.
- Provide regular financial reporting to senior leadership and P3 partners.
Team Leadership & Coordination
- Lead, mentor, and support project coordinators, construction teams, subcontractors, and vendors to drive performance and accountability.
- Set expectations for delivery excellence, resource planning, and team communication standards.
- Foster a collaborative, safety-focused culture across all project activities.
Contract & Vendor Management
- Oversee contract negotiations and execution with suppliers, consultants, and subcontractors.
- Ensure compliance with contract terms and proactively address contractual issues or disputes.
- Establish best practices for procurement and vendor performance management.
Quality Assurance & Technical Oversight
- Implement and uphold quality management frameworks across all projects.
- Conduct and review site inspections, ensuring adherence to technical specifications, industry standards, and organizational policies.
- Drive continuous improvement in construction methods, commissioning, and lifecycle work.
Risk Management & Safety Governance
- Identify strategic and operational risks across all project phases and lead mitigation planning.
- Ensure full compliance with safety regulations, internal safety programs, and regulatory obligations.
- Lead incident response and post-event analysis to prevent recurrence.
Stakeholder Engagement & Communication
- Act as senior point of contact for clients, P3 partners, regulators, and internal leadership.
- Communicate project progress, risks, and strategies through structured reporting and presentations.
- Ensure transparency, responsiveness, and alignment across all stakeholder groups.
Permits, Approvals & Regulatory Compliance
- Oversee acquisition and management of all required permits, including those from the National Capital Commission.
- Maintain expert knowledge of applicable codes, standards, environmental regulations, and municipal requirements.
- Ensure project execution aligns with all regulatory frameworks and P3 obligations.
Resource & Supply Chain Management
- Lead procurement strategies for materials, equipment, and specialized services.
- Optimize resource allocation across multiple projects to improve efficiency and cost-effectiveness.
- Anticipate supply chain issues and implement proactive solutions.
Project Close-Out & Commissioning
- Oversee commissioning, turnover, and close-out procedures to ensure seamless transition to operations.
- Verify completion of all documentation, warranty materials, and regulatory submissions.
- Lead lessons-learned sessions and integrate outcomes into future project planning.
Requirements
- Authorized to work in Canada
- Strong health and safety culture and mindset
- Bachelor’s degree or technical diploma in construction management, Civil Engineering or Mechanical Engineering or related fields.
- 10+ years of progressively responsible project management experience in construction, infrastructure, district energy, utilities, or mechanical/electrical environments.
- 3+ years in a senior leadership or lead project manager role, managing multiple concurrent projects or programs. Strong knowledge of construction methods, materials, and regulations that are applied in provinces of Ontario and Quebec.
- Experience supervising or mentoring project managers, coordinators, or multidisciplinary teams
- Excellent leadership, communication, and organizational skills.
- Proficiency in project management software (e.g., MS Project, Procore).
- PMP or equivalent certification is an asset.
