The Supply Chain Excellence (SCE) branch within the Procurement Management Division (PMD) of the Ministry of SaskBuilds and Procurement is responsible for the operation and maintenance of the Supply Chain modules within an Oracle Cloud based system.
The SCE branch within PMD is seeking two (2) positive, innovative, highly motivated and detail-orientated professionals to join ourInquiry and Enabling Servicesunit asMaster Data Analysts.
TheMaster Data Analystis responsible for governing and maintaining the integrity of master data fields for the supply chain module for the Government of Saskatchewan. This role ensures that data is accurate, consistent, and aligned with business needs, enabling effective decision-making and operational efficiency. The Analyst will lead the development and enforcement of data governance policies, manage master data lifecycle activities, and collaborate with stakeholders to support data-driven initiatives.
The Role is responsible for:
- Develop and maintain master data governance frameworks, standards, and procedures to ensure consistency, accuracy, and compliance across the organization.
- Establish and enforce policies that safeguard data integrity, oversee supply‑chain‑related master data, and manage key parameters for creating and maintaining entities.
- Monitor data quality using defined metrics, identify issues, and implement corrective actions to ensure data is accurate, complete, and reliable.
- Review, validate, and approve new master data requests and changes, ensuring proper attributes, naming conventions, and alignment with organizational requirements.
- Collaborate with internal and external stakeholders to support seamless data integration, resolve issues, and understand data needs.
- Manage and execute Year End activities for Requisitions and Purchase Orders, ensuring timely closeout, cleanup and compliance with financial and procurement requirements.
- Optimize and streamline data management processes, enhance lifecycle practices and improve operational efficiency.
- Create reports and maintain documentation, provide user training, and continuously audit master data to ensure it remains current and compliant.
You will have knowledge of:
- Concepts relevant to a GUI application development environment.
- Relational database concepts, theories and principles.
- Fundamentals of Oracle financial systems integration.
- Fundamentals and processes of report development using OTBI and/or other similar reporting software core principles of year‑end procedures and account accruals.
- Business analysis and solution design techniques.
You will have demonstrated the ability to:
- Research, identify specifications, create, format and maintain reports from a reporting database using Oracle Transactional Business Intelligence (OTBI) reporting software,
- Create a variety of detailed, accurate and clear (technical) material such as user procedures and report requirements documentation; training materials; project plans; status reports; requests for proposals; feasibility studies; and recommendations, at a level appropriate to the target groups,
- Deliver/facilitate training sessions, presentations and workshops for a variety of client groups relating to the use of reporting software,
- Verbally and in writing, communicate technical information to a wide variety of technical and non-technical individuals in a clear, accurate and understandable manner,
- Independently prioritize and organize one's own workload to meet tight deadlines and successfully complete projects in a changing environment,
- Work independently and cooperatively with others in a team environment to establish, build and maintain positive working relationships and to ensure deadlines, goals and objectives are met;
- Identify, explore and evaluate options on data, processes and methodologies and information technology to make feasible recommendations; and
- Update, edit, retrieve, maintain, merge, format and transmit information/data using a variety of hardware, software and electronic systems with speed and accuracy within tight deadlines.
The successful candidate will have:
- Experience in Oracle master data management, reporting and analytics.
- Strong background in accounting, reporting, and supply chain management.
- Proficient in Oracle ERP Suite and BI Publisher.
- Excellent, problem solving, analytical, and organizational skills along with a strong attention to detail.
- Excellent written and verbal communication skills.
- Experience creating, formatting, and editing a variety of documents utilizing various software applications within tight and specific timelines.
- Proven ability to work collaboratively across departments and with diverse stakeholders.
Typically, the knowledge and experience required to achieve the above is obtained through:
- A degree in computer science or supply chain procurement-related fields.
- Experience in Oracle financial/supply chain applications and/or related business processes would be considered an asset.
- Project management skills acquired through a project management designation (PMP or Prince2) are an asset
- Equivalent combination of education and experience may be considered.
