Career Opporunity

Reporting to the Senior Manager, Governance and Assurance, the Manager is responsible for supporting the development, implementation, and monitoring of governance frameworks, assurance programs, and compliance activities within the Commercial Management team. The Manager ensures that processes, procedures, and regulatory requirements are applied consistently across the function, supporting best practice in contract administration and commercial operations.

The role focuses on executing governance and assurance initiatives, conducting compliance reviews, facilitating training, and driving continuous improvement in operational performance. The Manager will provide leadership to a small team of professionals, ensuring that commercial governance standards are applied effectively, risks are mitigated, and organizational objectives are met.

What You Will Do

You will support the Senior Manager in implementing governance and assurance frameworks, ensuring compliance with regulatory, legal, and corporate standards.

Additionally, you will lead and develop a team of governance and assurance professionals, providing coaching, training, and feedback to build capability and consistency.

You will provide subject matter guidance on governance, compliance, and assurance matters to commercial staff and business units.

Your role will include supporting a culture of continuous improvement by identifying operational issues and recommending improvements to governance and assurance practices as well as participate in initiatives that enhance efficiency, effectiveness, and quality.

You will conduct contract compliance reviews and assurance checks to validate adherence to commercial policies, procedures, and standards

You will monitor and flag potential updates required to governance frameworks and assist in implementing revisions directed by senior leadership.

The incumbent will support the design and delivery of training and competency programs for commercial staff.

You will maintain strong working relationships with internal stakeholders and external contractors to address issues, exchange information, and resolve disputes in a timely manner.

Your role will support the delivery of corrective action plans to address non-compliance, inefficiencies, or risks identified during assurance reviews and ffacilitate lessons learned sessions and document outputs, ensuring findings are shared and applied within the team.

You will support the design and delivery of training sessions and support the development of training material, ensuring staff are equipped to follow revised processes.

What Qualifications Do You Bring?

  • Completion of a University Degree, College Diploma in a related discipline (i.e., Civil Engineering, Quantity Surveying, Contract/Construction Law, Business Administration, etc.) or a combination of education, training, and experience deemed to be equivalent.
  • Experience in commercial management, contract administration, and/or governance in a large, complex construction or infrastructure environment preferred.
  • Knowledge of contract law, and Ontario legislation (e.g. Construction Act, Professional Engineers Act, Canadian Construction Documents Committee documents, bespoke contract documents, specifications and drawings, and legal statutes and proceedings).
  • Experience conducting audits, compliance reviews, or assurance programs.
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
  • Strong analytical and problem-solving skills, with ability to assess risks and recommend mitigation strategies.
  • Familiarity with quality assurance and quality control principles, with experience applying standard controls and procedures to support contract management processes.
  • Ability to assess routine situations and prioritize tasks based on importance and urgency, escalating complex risks or decisions to senior leadership as appropriate.
  • Demonstrated ability to manage projects, track progress, and deliver outcomes within established timelines.
  • Excellent communication, negotiation, and interpersonal skills to work effectively across multiple stakeholders.
  • Proven ability to manage and motivate staff, fostering a culture of accountability and continuous improvement.
  • Proficiency in MS Office (Excel, Word, Visio) and understanding of data management systems.
  • Knowledge of risk management systems and quality assurance/control methodologies.
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.

Assets

  • Professional designations such as Certified Construction Contract Administrator (CCCA), PMP, P.Eng., RICS, or equivalent.
  • Experience developing training and competency frameworks.
