Range of Pay: Group 9 - $30.49 to $36.07 per hour (Subject to Review)

The start date will follow the selection process.

Main Function: Under the general supervision of the Co-ordinator of Planning Services Administration, this position is responsible to provide technical and administrative support to the development engineering staff in support of daily operations and development growth within the City of Greater Sudbury (CGS).

Duties:

  1. Provide clerical and administrative services which includes, but is not limited to, the following:
  • Prepare letters, memos, various reports, and documents and ensure work is free of spelling and grammatical errors; create presentations; assemble and distribute various documents.
  • Schedule intake appointments and meetings, follow up with written confirmation/details where required.
  • Receive, respond, direct and assess incoming correspondence, calls and visitors for priority and referral to the appropriate official, bringing forward relevant materials and file, explaining existing policy and providing information as required for development engineering and planning.
  • Monitor mail, email, assignment of CRM and other correspondence for the section.
  • Maintain databases for the section.
  • Maintain an -up-to-date procedural manual for reference purposes.
  1. Track section deadlines and administer the workflow for development engineering’s review of building permits, design lot grading, road occupancy permits, service connections, entrance permits, culvert replacements, etc.
  2. Provide research information from various development engineering files including subdivision, severance, municipal consent, site plan, road occupancy permits, general and street files, etc.
  3. Research information and prepare drafts of Letters of Opinion for Legal-Non-Conforming Uses, Zoning Confirmation Letters and Letter of Interpretation.
  4. Review appropriate plans for completeness, prepare sketches, use technical data, and delegate review activities for the issuance and processing of entrance permits, service connection permits, road occupancy permits, culvert replacements/resets, oversized load transportation permits, sidewalk café program, potable water agreements, site plan control agreements, subdivision agreements, off-site servicing agreements.
  5. Review Committee of Adjustment minutes to ensure that development engineering section conditions have been applied, maintain a condition file and process, through the section head, the clearing of the conditions by the applicant to completion.
  6. Review appropriate plans and files and complete development engineering information requests submitted by local solicitors.
  7. Respond to and coordinate investigation of various requests for services.
  8. Maintain updated status reports in the progress of development engineering projects.
  9. Order and maintain adequate stock of office supplies; prepare requisitions and purchase orders as required.
  10. Prepare monthly road occupancy billing advices for utilities.
  11. Receive payment for GIS Operations and other Planning Services sections as required and for 911 signs.
  12. Assist other employees within the division with their duties during periods of overload, vacation, or absence.
  13. Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  14. Perform other related duties as required.

Qualifications

Education and Training:

  • Community college diploma in a related field (e.g., planning, civil engineering, legal) from a recognized college with Canadian accreditation.

Experience:

  • Over two and one-half (2½) years up to and including five (5) years of experience with a proven ability and working knowledge of the reading and interpretation of engineering plans and drawings.

Other Requirements:

  • Proven ability and working knowledge in dealing with development engineering matters pertaining to the development industry and various internal CGS departments.
  • Ability to work with computer software and administrative systems in a Windows environment (e.g. file maintenance; word processing; Power Point; computerized spreadsheet applications; email management systems; PDF editing; information input and retrieval).
  • Demonstrate interpersonal skills in dealing with the public in a courteous and effective manner.
  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.
  • Satisfactory health, attendance, and former employment history.

Development opportunity range of pay: $29.72 to $34.49 per hour (Subject to Review). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
