In this position, you will be responsible for analyzing, tracking and forecasting to support decision-making across the Planning & Development Services department. You will offer insights and provide recommendations to management on a variety of issues related to economic forecasting and monitoring, capital project budget tracking and reporting, revenue and cost analysis, user fees policy, market analysis and strategy developments. Primary duties include:

  • Reconcile the PDS centralized budget including identifying project funding sources and ensuring compliance with internal policy.
  • Manage budget tracking for internal improvement project budgets including developing summary reports for monthly progress meetings. This includes liaising with the PDS Finance team to ensure that internal budget tracking is aligned to corporate tracking.
  • Support the PDS management and the Strategy team by leading budget analysis and providing key insights about budget spending and trends.
  • Manage the PDS fee schedule adjustments process including the coordination of annual updates and more in-depth fee reviews. This also includes coordinating with internal groups to ensure user fee changes can be successfully implemented.
  • Review business processes and procedures, methodologies and tools used to make recommendations for improvement and maintain a department guidelines document and communicate changes when needed.
  • Assess current revenue sources and devise strategies and plans that would ensure the viability of these revenue sources for long-term business unit development and sustainment.
  • Evaluate past and present economic issues and trends and forecast future economic activity in relation to the development industry.

Qualifications

  • A degree in Business, Economics or Accounting plus at least 3 years of experience in analyzing data and forecasting trends in operations.
  • Intermediate proficiency in Microsoft Office Excel is required.
  • A professional designation in Business, Accounting or Economics will be considered an asset.
  • Preference will be given to applicants with previous experience with PeopleSoft Financial Supply Chain Management (FSCM), Tangible Capital Assets, accounting, capital budgeting, business planning expertise.
  • Ability to simplify complex information in written and verbal formats for diverse, non-technical audiences is required.
  • Advanced presentation skills and an ability to lead/facilitate discussions with small, medium and large-sized groups with a high level of professionalism is required.
  • Effective communication skills and demonstrated business acumen are required.
  • A strong customer service focus is critical to the success in this position. Building and maintaining professional relationships with internal customers and the ability to communicate well and take initiative to resolve complex issues is required.
  • Demonstrate analytical, organizational, and decision-making skills.

Workstyle

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Days of Work: This position works a 5 day

work week with 1 day off in a 3 week cycle.
