Department Information

The Department of Executive and Indigenous Affairs works to provide overall management and direction to the Executive branch of the Government of the Northwest Territories. The Department is responsible for: coordinating and supporting the planning, implementation, monitoring and evaluation of initiatives and actions in support of cross-government goals The Department is responsible for ensuring mutually respectful intergovernmental relations between the territorial government and Aboriginal, provincial, territorial and national and international governments are maintained; along with negotiating and implementing land, resources And self-government agreements that address Aboriginal rights in the Northwest Territories.

Job Information

The Government of the Northwest Territories (GNWT) is seeking a dynamic and visionary leader to serve as Director, Gender Equity. This is a unique opportunity to lead systemic change, foster collaboration, and strengthen the GNWT's commitment to equity, diversity, and inclusion across the territory.

Reporting to the Deputy Minister of Executive and Indigenous Affairs, the Director provides strategic leadership and direction in advancing equity frameworks that inform GNWT programs, policies, and decisions.

Key Responsibilities:

  • Provide strategic leadership on the GNWT's response to Reclaiming Power and Place: The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG).
  • Guide GNWT departments in developing policies, programs, and services to reduce gender based and family violence.
  • Strengthen relationships with the Status of Women Council of the NWT, the Native Women's Association of the NWT, Indigenous governments, community organizations, and national counterparts.
  • Represent the GNWT at local, territorial, and national committees.
  • Provide strategic advice, communications, and decision support to the Minister Responsible for the Status of Women and senior officials.

Key Qualifications:

  • Masters Degree in health, public, or business administration; public health, education or a related interdisciplinary field
  • A minimum of seven (7) years of progressively more responsible experience in a managerial and or senior policy role

Related interdisciplinary fields include:

  • Political Science, Gender Studies, Sociology, or Economics.

This level of knowledge, skill and ability would typically be acquired through experience in:

  • Program evaluations and/or mixed methods of data collection;
  • The design and implementation of Whole of Government Approaches;
  • Program management; and
  • Engaging and building relationships with stakeholders, including Indigenous communities

Relevant experience that will be acceptable:

  • Experience leading reconciliation-focused or Indigenous self-government initiatives, including integrating Indigenous worldviews and governance models into policy or program design.
  • Policy development experience with a focus on gender equity, anti-racism, human rights, or social justice, particularly in Northern or cross-cultural contexts.
  • Leadership in advocacy organizations, academic research institutes, or international NGOs working on gender equity, Indigenous rights, or social policy.
  • Senior program management or project leadership in community development, social infrastructure, or equity-based service delivery.
  • Significant experience in stakeholder and government relations, including negotiations, partnerships, and consensus building across diverse sectors.
  • Demonstrated ability to lead cultural change initiatives or embed equity frameworks into corporate/government structures.
