Job Summary

Reporting to the Manager, Budget & Forecasting, the Senior Accountant supports the development, implementation, maintenance, evaluation, and improvement of budget, planning, forecasting, financial systems, financial reporting and, analytical functions in accordance with Surrey Schools policies, collective agreements, and statutory requirements.

The Senior Accountant will support and coordinate the timely and accurate preparation and analysis of all facets of the budget development process, including the planning, monitoring, forecasting functions, and all other fiscally related duties in support of Surrey Schools’ strategic budget development initiatives.

*This is a term assignment for 2 year*

Responsibilities

  • Assist in the development, implementation, maintenance, and testing of systems to collect, analyze, monitor, develop budgets, forecasts, and financial data in a complex and fast paced environment.
  • Monitors District wide financial performance and status by comparing actual operating results to approved budgets and quarterly forecasts for revenues and expenditures. The above analysis and variance reports will assist District managers and administration, Board of Governors, and other stakeholders in strategic decision making.
  • Liaises on an ongoing basis with managers, directors, executives, and external bodies regarding financial administration and/or issues.
  • Prepares, provides, and reviews financial performance reports and data to ensure accurate and timely financial information is provided to the District’s internal and external stakeholders.
  • Provides analysis, information, and direction to the District community on the interpretation of internal and external policies, procedures, and regulations, some of which may be sensitive or confidential in nature.
  • Provides analysis and interpretation of a variety of information, making financial-related recommendations as required.
  • Designs, develops, and manages, in consultation with Management and other District departments/schools, information processes and databases to support financial planning, monitoring, forecasting, and accountability.
  • Designs and manages the creation of new and ad hoc financial information to Surrey Schools, the Provincial government, and other external bodies, some of which may be sensitive or extremely confidential in nature.
  • Investigates and resolves anomalies regarding process, transactions, and internal controls
  • Implements and maintains financial procedures and processes
  • Responds to specific internal and external financial requests as they arise, some of which may be sensitive or extremely confidential in nature.
  • Performs financial analysis to support operational and value-for-money reviews for divisional unit leaders.
  • Any other ad hoc requests from management, including but not limited to assisting in the District’s annual financial statement preparation, and financial reporting function as needed.
  • Fosters an environment of collaboration and strong customer service culture.

QUALIFICATIONS

Education & Experience

  • Bachelor’s degree in business administration (Accounting or Finance) or a related field including minimum of three years progressive experience including a demonstrated ability of change implementation, resulting in improvements to service quality, and systems efficiency.
  • Minimum of three years relevant experience in budget & forecasting, financial modeling, financial reporting, program costing, administration, and assurance, and working with integrated computerized systems.
  • Chartered Professional Accountant designation in good standing is required, however candidates working towards the CPA designation or candidates with an equivalent combination of education, training and work experience will be considered.
  • Strong understanding and knowledge of Public Sector Accounting Standards (PSAS)

  • An understanding of and respect for the diverse values and culture of a school district environment.
  • Strong knowledge of accounting procedures, budget/forecasting and financial reporting practices.
  • Demonstrated ability to summarize and present complex financial data in an organized and concise manner.
  • Attention to detail.
  • Strong computer skills, with advanced experience with spreadsheet programs (Microsoft Office Suite), and demonstrated ability to use various financial software packages and databases to perform financial analyses and develop reports.

The salary range for this position is $90,291 - $112,864 per year with comprehensive benefits package and Municipal Pension.

Placement in the salary range is determined by an assessment of qualifications and ability to meet the key requirements of the job, and consideration of internal equity comparisons. The midpoint of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
