Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster, and easier. Our Hamilton LRT project is looking for a Director, SRS to join the team! You will manage the delivery and implementation of the SRS scope for this multi-billion-dollar LRT project, including conceptual design, procurement, engineering, and construction.

Purpose of the Role The Director SRS provides overall leadership and direction for the delivery, integration, and assurance of systems across the Project. This includes all railway systems—signalling, train control, communications, power, SCADA, stop (at vehicle stopping points) systems—ensuring they are specified, procured, delivered, integrated, tested, and commissioned to meet safety, performance, and reliability requirements.

Key Responsibilities

  • Strategic Leadership: Define and drive the systems strategy for the project, ensuring alignment with organizational goals, regulatory frameworks, and industry best practices.
  • Systems Delivery Oversight: Manage the full lifecycle of systems scope—from design and procurement through to installation, testing, commissioning, and handover into operations.
  • Integration: Lead systems integration across multiple work packages and disciplines, ensuring seamless interaction between railway systems, civil works, rolling stock, and operations.
  • Safety & Assurance: Ensure compliance with safety assurance processes, regulatory approvals, and standards, embedding safety as a central principle throughout design and delivery.
  • Risk & Issue Management: Identify and address technical and program risks, propose mitigation strategies, and resolve conflicts that may impact project outcomes.
  • Stakeholder Engagement: Act as the primary interface with internal stakeholders (operations, maintenance, safety) and external stakeholders (city authorities, regulators, utility providers, contractors).
  • Team Leadership: Provide direction, coaching, and oversight to a multi-disciplinary team, ensuring effective collaboration across engineering, project management, and external consultants.
  • Commercial & Contracting: Contribute to collaborative contracting approaches (e.g., alliance, progressive design build, CMAR), ensuring systems requirements are clearly defined and enforced in supplier contracts.
  • Performance, Reliability & Budget Control: Champion whole-system performance objectives—including reliability, maintainability, and lifecycle cost considerations—while ensuring delivery remains within approved budgets and financial constraints.

  • Strong technical grounding in railway systems engineering and integration.
  • Demonstrated ability to manage large, complex, multi-year infrastructure programs within defined budgetary limits.
  • Skilled communicator and consensus-builder with the ability to balance technical, commercial, and political pressures.
  • Track record of leadership in high-profile, multi-stakeholder environments.

What Skills and Qualifications Do I Need?

  • A degree in Engineering or a related discipline (P.Eng designation preferred).
  • Demonstrated experience in capital project management and implementation, including experience managing large, complex, multi-year transit projects.
  • Project management and coordination skills to provide senior leadership and oversight to staff and project teams within budget and schedule restraints and monitor project performance against business objectives.
  • Knowledge and understanding of collaborative contracting models (Alliance, Progressive etc.)
  • Comprehensive knowledge and understanding of construction engineering, construction processes and value engineering.
  • Extensive knowledge of financial theories, principles and practices, procurement, fiscal planning, modern controllership frameworks and the overall business planning, estimates, expenditure, and allocations plan processes; understanding of the decision-making processes to develop appropriate strategic approaches to capital funding.
  • Leadership skills, including interpersonal, presentation, communication, negotiation, and consensus building, and ability to manage a diverse group of project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets.
  • Analytical and problem-solving skills to manages complex project issues and risks and facilitate effective resolution.
  • Demonstrated ability to build and maintain strategic relationships to work across division and with internal and external stakeholders/clients.
