As a Financial and Regulatory Strategist, you will provide financial and regulatory expertise for the Self Supported Utilities. This position builds relationships and works collaboratively with other areas of Finance, the Water Utility and Waste Recycling, as well as solicits and provides information to various internal and external partners. The Financial and Regulatory Strategist communicates regularly with the management team, delivering strategic recommendations and presenting solutions, plans, and outcomes. Primary duties include:

  • Lead and support strategic financial initiatives for the Self Supported Utilities such as new budget cycles, annual budget adjustments, and the strategic review of reserves.
  • Conduct financial analysis and modeling and prepare reports for management to support utility rates, financial plans and policies, and investment decisions while considering sensitivity and confidentiality.
  • Coordinate, collect and communicate information as needed to project teams, One Calgary, Infrastructure Calgary, senior management, Council and external partners.
  • Work collaboratively with other teams on utility rate modeling, scenario analysis, forecasting, and reporting.
  • Lead and support short and long range forecasts and report against budgets.
  • Facilitate and support the review, development, implementation and monitoring of financial policies and processes.
  • Provide business analysis on complex/technical rate information to support business decision making.

Qualifications

  • A degree in Finance, Economics, Business, Public Administration, Social Science or a related discipline with a designation as a Chartered Professional Accountant (CPA), Chartered Financial Analyst (CFA) or a related or equivalent internationally awarded and recognized designation (ACCA, FCCA, etc.) and a minimum of 8 years of experience including financial and economic analysis; OR
  • A master's degree in Finance, Economics, Business, Public Administration, Social Science or a related discipline with a designation as a Chartered Professional Accountant, Chartered Financial Analyst or a related or equivalent internationally awarded and recognized designation (ACCA, FCCA, etc.) and a minimum of 5 years of experience including financial and economic analysis.
  • Preference will be given to candidates with experience in financial and economic analysis, business and strategic planning, and legislative analysis.
  • Excellent project management skills, including the ability to simultaneously oversee multiple, complex projects/tasks and prioritize competing demands.
  • Exceptional communication skills with the ability to adapt approach and messaging to various audiences.
  • Advanced relationship management skills, which includes an ability to be adaptive, flexible and respectful of differences in experience and approaches.
  • Strong political and business acumen, including experience working in large, complex organizations.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

Compensation: Pay Grade 13 $49.32 - 66.00 per hour

Days of Work: This position typically works a 5 day

work week, with 1 day off in each 3 week cycle.

Hours of work: Standard 35 hour work week
