Job Description We are seeking a Junior Contracts Administration Specialist to join our Contracts Management Team. This role provides an excellent opportunity to develop foundational expertise in contract administration while gaining exposure to large-scale capital projects. The Junior Contracts Specialist plays a key role in supporting commercial and contractual compliance, as well as contractor performance throughout the project lifecycle. This position is responsible for assisting in ensuring that contractual, commercial, schedule, and scope obligations are executed efficiently and cost-effectively from contract award through execution and final closeout. Main Responsibilities: Engage across the full project lifecycle for capital projects, from initiation through closeout. Gain exposure to the “big picture” of project execution, collaborating closely with Fluor’s Project Management. Support the development of Request for Proposals (RFP) packages by coordinating with Engineering, Cost and Schedule, Quality, Safety and Construction teams. Assist in identifying and prequalifying potential bidders, ensuring all criteria are met, evaluated, and documented. Participate in evaluation of proposals in accordance with Canadian Tendering Laws, ensuring a fair, open, and transparent process. Support the development of commercial and technical recommendations for contractor selection. Participate and / or facilitate key contractor meetings, including pre‑proposal discussions, proposal clarifications, and contract kick‑off meetings. Coordinate and administer contract documentation, securing all required approvals are obtained. Provide field‑level contract administration support, including: Participating in and documenting weekly progress review meetings Processing and validating invoices Supporting change management Assisting in the review and negotiating cost and / or schedule adjustments Support execution of contract closeout procedures, ensuring all commercial and contractual matters are resolved and documentation is complete. Basic Job Requirements Demonstrated strong business acumen, with the ability to assess impacts, identify risks, and support informed decision-making. Strong proficiency in spreadsheet tools, with demonstrated ability to analyze data, build reports, and support decision-making. Must be Microsoft Office proficient. Ability to work effectively within Fluor’s multidisciplinary task‑force project structure. Successful candidates will collaborate closely with colleagues across multiple functions and must demonstrate strong written and verbal communication skills to ensure effective coordination, accurate documentation, and alignment among all project stakeholders. Willingness and ability to support contract management activities in both home‑office and field environments. Candidates may work from the home office during the Request for Proposal (RFP) and bidding phases, contributing to contract strategy, preparation, and evaluation. Following contract award, the Contracts Management Specialist may mobilize to the project site to administer the contract, ensuring compliance with contractual obligations and supporting execution activities throughout the construction phase. The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
