Job Summary:

The role of the Project Manager is to plan, execute, document, and finalize projects according to strict deadlines and within budget. This includes allocating resources and coordinating the efforts of team members, other departments’ resources, and third-party contractors or consultants in order to deliver projects according to plan. The Project Manager will also define the project’s objectives and oversee quality control throughout its life cycle.

Job Description:

Duties & Responsibilities:

  1. Directs and manages the entire project development cycle including the planning, execution to closing stages:
  • In collaboration with IT and Business Unit leadership, executive management, and stakeholders, defines project scope, budget, outcomes and deliverables to support business goals.
  • Develops full-scale project plans and associated communications documents.
  • Liaises with project stakeholders on an ongoing basis.
  • Estimates the resources and participants needed to achieve project goals.
  • Identifies and manages project dependencies and critical path.
  • Plans and schedules project timelines and milestones using appropriate tools.
  • Tracks project budget, milestones, and deliverables.
  • Develops and delivers progress reports, proposals, requirements documentation, and presentations.
  • Determines the frequency and content of status reports from the project team, analyzes results, and troubleshoots problem areas.
  • Creates forecasts and tracks variances (schedule, scope, quality).
  • Contributes to Project Management Plan and other associated plans.
  • Proactively manages changes in project scope, identifies potential crises, and devises contingency plans.
  • Defines project success criteria and disseminates them to involved parties throughout project life cycle.
  • Conducts project post mortems and creates a recommendations report in order to identify successful and unsuccessful project elements.
  • Develops best practices and tools for project execution and management.
  • Proactively manages issues, risks, dependencies, assumptions and decisions related to the project.
  1. Manages teams by facilitating interdisciplinary project groups including representatives from within the project team, Information Technology Services, client areas, academic and the vendor community:
  • Effectively communicates project expectations to team members and stakeholders in a timely and clear fashion.
  • Where required, negotiates with other department managers for the temporary acquisition of required project personnel from within the institution.
  • Sets and continually manages project expectations with team members and other stakeholders.
  • Delegates tasks and responsibilities to appropriate personnel.
  • Identifies and resolves issues and conflicts within the project team.
  • Coaches, mentors, motivates, supervises project team members and external partners. Influences them to take positive action and accountability for their assigned work.
  • Builds, develops, and grows any business relationships vital to the success of the project.
  • Directs, schedules, and assigns duties to staff, reviewing work for accuracy and completeness.
  • Identifies on-going training as it relates to the project and professional development needs for all staff to ensure they are trained and knowledgeable in College and Departmental policies, procedures and processes.
  • Sets project and resources performance objectives, conducts performance evaluations and recommends remedial or disciplinary action as required to the IT leadership.
  1. Manages project budgets and related financial responsibilities:
  • Drafts and submits budget proposals, and recommends subsequent budget changes where necessary.
  • Determines and assesses need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
  • Responsible for the travel, training, and overtime budgets for staff assigned to the project(s).
  • Contributes to the development and management of ERP program budget.
  • Creates forecasts and tracks variances.
  • Contributes to maintenance of Cost Management Plan.
  • Manages and assesses financial risk associated with ERP program budget.
  • Develops and reviews Request for Quotations (RFQ) and Request for Proposals (RFP); participates on evaluation committees.
  1. Performs other related duties and responsibilities.

Qualifications Required

Education & Experience

  • University degree in computing science, engineering, or related technology field.
  • Project Management Professional (PMP) certification strongly preferred.
  • Eight (8) years of work experience as a Project Manager, leading projects in software development environments, including:
    • 5+ years experience with project management software, such as Microsoft Project or similar tools
    • 5+ years experience with spreadsheet tools such as Microsoft Excel and with diagram and flowcharting software such as Microsoft Visio.
    • Experience implementing ERP (Enterprise Resource Planning) solutions, ideally in a cloud-based environment.
    • Experience implementing COTS (Commercial Off The Shelf Software) packages.
    • Productivity tools such as Confluence, Jira, SVN, SharePoint, Visio, BPM tools.
    • Demonstrated experience with agile and iterative software development methodologies.
    • Experience with all aspects of process development and execution.
  • Demonstrated experience in personnel management.
  • An equivalent combination of education and experience may be considered.

  • Ability to effectively communicate (written and verbal) in both highly technical and non-technical environments with all levels of the organization.
  • Effective presentation communication skills required; ability to clearly explain concepts to diverse audiences.
  • Ability to direct complex technology projects, including developing proposals, setting budgets, project planning and implementation.
  • Ability to effectively lead and direct the work of others in a collegial setting.
  • Ability to establish and maintain effective relationships with management, faculty, employees, students, facilities and security staff, vendors, other institutions, external agencies and/or the general public.
  • Ability to build and maintain effective working relationships and to provide excellent customer service to all clients.
  • Ability to develop, plan, execute and complete multiple projects simultaneously.
  • Ability to work well under pressure and to effectively meet deadlines and organizational requirements.
  • Ability to learn and understand broad knowledge of current and new technologies and practices in information systems.
  • Ability to interpret and comply with policies, procedures and regulations.
  • Persuasive, encouraging, and motivating.
  • Strong interpersonal skills.
  • Ability to work independently and in a team-oriented, collaborative environment.
  • Ability to elicit cooperation from a wide variety of sources, including executive management, clients, and other departments.

Working Conditions

  • Overtime may be required to meet project deadlines.
  • Some travel may be required for the purpose of meeting with clients, stakeholders, or off-site personnel/management.

Compensation beyond the mid-point requires approval by the Public Sector Employers’ Council Secretariat (PSEC).
