The Opportunity The Property Manager III is directly responsible for managing the operations of and compliance for the residential properties in the Circle Sage, LLC. (Circle Sage Property Management) portfolio. This includes supervision of maintenance and residential property management staff team development, financial management of residential revenues and expenses, and all compliance requirements for residential housing. The person will be function as both a Supervisor to property managers, as well as directly property managing several residential housing properties.

Work Environment: Minimum 4 days weekly at office or on property sites to supervisor associates; remote work possible one day per week.

What You Get To Do Oversight of our residential properties portfolio, supervisory, projects, compliance duties, plus direct management of 100-200 residential units

Oversight Of Residential Properties Portfolio SUPERVISORY

  • Manage and develop the property management and maintenance operations team and staff regarding performance appraisals, team development, engagement, and communication.
  • Responsible for training of new property managers including onboarding responsibilities, LIHTC training, and job shadowing to ensure the associate is ready to manage the housing property.
  • Ensure all property managers are providing excellent customer service to tenants, always complying with fair housing, and following policies and procedures.
  • Develop standards for repairs in all our properties and ensure teams is working to reach those standards.
  • Responsible for the development of Circle Sage associates.

FINANCIAL MANAGEMENT AND PLANNING

  • Assist in determining maximum lease amounts and lease increases annually for the residential properties.
  • Work with Circle Sage maintenance team and the property managers to reduce costs.
  • Ensure monthly financials for all housing properties are in line with budgets, and coordinate cost savings by capitalizing on purchasing for several properties, etc.
  • Ensure that expense variances are tracked and payments to vendors are processed in a timely manner for all residential Circle Sage Properties.
  • Conduct future planning for maintenance and residential property management needs including resources, associates, etc. for Circle Sage.
  • Ensure that robust systems are in place to track and record all maintenance repairs and to adequately report them.
  • Manage the provision of information technology within the maintenance and property management team to ensure it meets the needs of the tenants and Circle Sage including the development of consistent practices, enhanced use of existing functionality and mobile working.

Direct Property Management Responsiblities LEASING

  • Markets any units when vacancies exist; respond to questions from prospective tenants and explain programs (LIHTC) and leasing options as applicable.
  • Responsible for rent collections and leasing, compliance requirements, equity investor liaison, audit requirements, finances, evictions, compliance lease violations etc.
  • Responsible for all social media associated with the properties, coordinating with supervisor to ensure brand management is consistent with all Circle Sage properties.
  • Manage waitlists and application intake: show units; document all offers and communication.
  • Schedule and conduct leasing meetings with new residents and provide new tenant orientation.

COMPLIANCE

  • Responsible for all compliance requirements on the housing properties, including annual reporting, audits, qualifications, recertifications, outside inspections, MHFA and equity investor inspections, etc.
  • Follow-up on reports of tenant and participant non-compliance, such as lease violations, etc. and address as needed with warning or lease termination notices.

FINANCIAL MANAGEMENT & PLANNING

  • Responsible for controlling expenses on the properties wherever possible.
  • Responsible for review of monthly financials to provide to supervisor, including any changes, etc. required to ensure financials are accurate.
  • Ensure rent is collected on time by each unit by staying up to date on any potential issues that could result in tenants not paying rent.
  • Adjust tenant accounts for rent/ maintenance charges.
  • Complete quarterly unit inspections to ensure compliance with policies, procedures, and safety regulations.

COMMUNICATION, COORDINATION, & EXECUTION

  • Assure tenant satisfaction by providing a high level of customer service; cultivate and maintain partnerships with other local agencies and organizations.
  • Communicate with other Circle Sage or other MLCV staff regarding properties.

What Qualifies You

  • High school degree or equivalent.
  • Valid Driver's License is required by date of interview and must be maintained as valid while employed in this position.
  • Two (2) years’ experience in property management (or equivalent management position) managing multiple properties across a large territory.
  • Two (2) years’ experience working with a property management system (which includes accepting payments, completing refunds, documenting communications, etc.)
  • Two (2) years’ management experience in residential operations with oversight of annual operating budgets.
  • Two (2) years’ experience managing a team of 5+ professional level employees across a large territory.

Preferred Qualifications

  • Two (2) years’ experience working in/ familiarity with Fair Housing laws and having Fair Housing Specialist Certification.
  • Two (2) years’ experience in managing Section 42 housing developments.
  • Tax Credit Specialist (TCS) certification from National Center for Housing Management.
  • Ability to read, analyze and interpret complicated documents, such as technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries, or complaints from guests, regulatory agencies, or members of the business community.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Special Qualifications

  • The successful candidate will need to have or pass required LIHTC training (TCS) and become certified within the first 6 months of employment.
  • If required, must be able to pass company pre-employment Drug and Alcohol test.
  • Mille Lacs Band Member and American Indian preference will be exercised in the hiring process.

Physical Demands WORK ENVIRONMENT: While performing the duties of this job, the associate is regularly exposed to:

  • A low-to-moderate noise level (offices).
  • Moving mechanical and/or electrical components.
  • Motorized equipment and machinery.
  • At times may be exposed to unusual indoor and outdoor elements such as extreme temperatures, wet or humid conditions, chemicals, fumes, vibration, airborne particles, dirt, dust and other hazards.

While performing the duties of this job, the associate is regularly required to:

  • See and adjust focus to include close, distance, color, depth, and peripheral vision.
  • Stand, walk, run, sit, balance, stoop, kneel, climb, crouch, and/or craw.
  • Handle objects, tools, and controls; reach with arms and hands.
  • Lift, push, pull and/or move objects weighing up to one hundred (100) pounds.
  • Climb a variety of ladders, up to 36 feet tall, and use aerial lift equipment.
