Job Purpose
The Senior Financial Analyst is responsible for assisting in the development and overseeing the business planning process to ensure effective use of financial resources in alignment with Manitoba Liquor & Lotteries Corporate Strategies. The Financial Planning & Analysis team is responsible for business planning, budgeting, forecasting, analysis and reporting of financial information.
Job Responsibilities

Review, analyze and provide recommendations regarding budgeting decisions to ensure that plans, costs and operating expenditures are in accordance with initiatives provided by the business/service unit and the corporate strategic plan.

Review and analyze the salaries and benefits data provided by Human Resources to ensure completeness and accuracy for inclusion in the Salaries budget. Make amendments and corrections as necessary.

Document decisions and issues relating to business planning and budgeting and follow up with assigned business/service units to ensure completion.

Document the final budgets for assigned business/service units and input the data into the financial system.

Support the Executive Director, Financial Planning & Analysis in ensuring that budget timelines and regulatory compliance are adhered to.

Monitor business/services units’ financial results to ensure that salaries, benefits, FTEs and operating expenses have not exceeded the resources available.

Report and analyze financial results and assist in the preparation of short and long term forecasts, reports and presentations for use by senior management. Ensure that internal reporting and presentation requirements are met on a timely and accurate basis.

Complete analyses, reports and presentations on other financial issues as required.

Analyze and process requests for transfers of budget resources between and within business/service units.

Process approved transfers of FTEs and related resources between and within business/service units.

Research and recommend strategies, policies, programs, processes, systems and standards relating to reporting, financial and operational performance, internal control and financial management.

Assist in the development, review and analysis of the business planning process to ensure effective use of financial resources and alignment with the corporate strategy.

Provide expert, specialized analysis of financial data and determine the impact it will have on internal/external business factors.

Analyze and provide recommendations on operating and capital initiatives arising from the business plans of assigned business/service units.

Develop and maintain contacts with assigned business/service units (Business Planning Coordinators, Directors, Vice Presidents, etc.) to provide: advice and challenge; communication of decisions; research and follow up on inquiries of senior decision makers; and facilitation of meetings as required.

Contribute to the development of the annual Corporate Business Plan for submission to senior decision makers and for evaluation under awards program.

Work with business/service units to update descriptive information; strategic initiatives; performance indicators; and summary budget information to be included in the Corporate Business Plan.

Contribute other sections of the Corporate Business Plan as requested.

Analyze and provide advice on business cases and board submissions developed by assigned business/service units. Assess the feasibility of proposals and provide recommendations.

Work with proponents to ensure completion and quality content such that the documents include information to support sound and timely decision making.

Other related duties as assigned.
Primary Qualifications
-
A professional accounting designation (CA, CMA or CGA) and/or completion of a post-secondary degree in Commerce or Finance or a related field, or an equivalent combination of education and experience.

Advanced skills in Microsoft Office (Excel, PowerPoint, Word and Outlook), and knowledge of accounting based system software.

Ongoing professional development is required to maintain designation(s) and keep up-to-date on changes in the profession.

A minimum of three years progressively responsible experience in a computerized accounting environment, specifically in budget planning and financial analysis.

Demonstrated interpersonal, written and verbal communication skills, with the ability to encourage ongoing contact with other operational staff and external organizations.

The ability to work alone and as part of a team.
