Organizational Information
Purpose of your Position - Non Union
The Biosolids Supervisor is responsible for all maintenance and operation of the Regional Biosolids Composting Facility in Vernon and the City’s Yard Waste composting facility at the Glenmore Landfill. Responsible for the management of organics including curbside cart collected yard waste and management at the Glenmore Landfill. It is also responsible for all monitoring, reporting and compost quality compliance associated with regulatory requirements.

Responsible for Management and Supervision of compost facilities:
- Ensure that the compost facilities operate at maximum efficiency resulting in quality compost product that meets or exceeds health and safety regulations, and investigate customer complaints and ensure that the appropriate corrective action is taken, when possible.
- Develop contracts, supervise contractors and ensure their performance meets contract guidelines and there is no interference with facility operations.
- Marketing of compost products (Ogogrow and Glengrow) to maximize overall revenues, minimize net operating cost of the facilities and ensure increasing supply is offset with demand.
- Effectively liaise with the City of Vernon, our Biosolids Compost Facility partner and Joint Council Committee.
Planning for Sustainable Operations
- Plan, advise, manage and complete operational system upgrades for improved efficiency and reduced risk of failure.
- Evaluate, recommend, implement and maintain policies / procedures to ensure that compost products conform to Provincial requirements or guidelines, and customer expectations, and develop, implement and maintain preventative maintenance management practices for all plant equipment.
- Work with other departments and the City of Vernon to advise on capital projects and ensure integration of new infrastructure by taking a lead role in facility commissioning and acceptance.
- Monitor the supply of facility operational inputs, identify, manage and mitigate supply risks to ensure sustainable facility operation.
Risk Management
- Review and update; safety manual, standard operating procedures, and ensure compliance with safe work procedures, and ensure that Safety Meetings and site safety inspections are held regularly, that issues raised at Safety Meetings are handled appropriately, and that staff receive the appropriate safe work practice training.
- Monitory and ensure certification for all staff maintained and update as specified by City of Kelowna, Provincial Ministries, WorkSafe BC.
- Ensure emergency preparedness and that all operational programs meet established service levels.
- Ensure that facilities and processes have the appropriate level of redundancy or backup to ensure that the city’s prescribed level of service is maintained.
Process Optimization
- Evaluate, recommend, implement and maintain policies, procedures, data collection/analysis and budgets to ensure that plant process and end product use is economical and environmentally acceptable.
- Evaluate the ability of the existing equipment, process and facilities to meet facility needs.
- Review analytical data to determine process strengths and weaknesses and adjust process accordingly.

Credentials - Union
Knowledge - Non Union
Diploma in Civil Engineering or related discipline and a minimum of 10 years’ experience in waste management and composting. Sound knowledge of Solid Waste Management, Organic Matter Recycling and all regulatory requirements applicable in the Province of British Columbia, and Canada.

Additional Hiring Information
The annual salary for this position ranges from $94,000 to $110,000, depending on qualifications and experience. Most candidates can expect to start in the lower to mid-range of this scale, with opportunities for salary growth based on performance and tenure.
