##Deputy Fire Chief - Operations and Training

Exempt Staff Position, Regular Full-Time

The District of Kitimat is recruiting for an experienced, collaborative, and strategic leader to join our leadership team asDeputy Fire Chief- Operations and Training. The Kitimat Fire and Ambulance Department is the only dual service department in the Province, providing both fire fighting and paramedic services to the community. The Department currently employes 3 exempt staff employees, 2 unionized support staff employees, and up to 33 unionized firefighter paramedics.

This position provides a salary range of**$162,267 to $179,112.41**(2024 rates). The starting salary for this position is maintained at 10% above a Captain rate. When 2025/2026 rates are in place, this salary will be increased retroactively.

This position is entitled to three weeks of annual vacation and an additional twelve days of paid time off annually in lieu of overtime. Additional increases in vacation are based on years of service.

Key responsibilities include:

  • Provides leadership and oversight for the operational functions of the Fire Department, including fire suppression, rescue services, emergency medical response, and related emergency operations.

  • Oversees the Training Officer position, to lead the development, coordination, and delivery of training programs for all Fire Department personnel, ensuring members maintain competency in firefighting, rescue, emergency medical response, and specialized operational disciplines such as hazardous materials response, confined space rescue, high-angle rescue, and auto extrication.

  • Ensures departmental training programs meet or exceed applicable standards, including the BC Structure Firefighter Minimum Training Standards, applicable NFPA standards, and BCEHS licensing and competency requirements for emergency medical response.

  • Develops, implements, and maintains operational policies, procedures, and Department Operating Guidelines, ensuring they are clearly communicated, consistently applied, and compliant with all applicable legislation and regulatory requirements.

  • Provides leadership and direction to operational staff and shift officers, establishing priorities, monitoring workflow, and evaluating shift performance to ensure effective and efficient service delivery.

  • Supervises staff in a unionized environment, including responsibilities related to recruitment, hiring, promotions, performance management, discipline, training and development, scheduling, and attendance management.

  • Participates in the development and management of the Fire Department’s operating budget, with emphasis on fire suppression, rescue, and emergency medical services, and monitors expenditures, investigates variances, and prepares related reports.

  • Oversees the maintenance and readiness of Fire Department facilities, apparatus, and equipment, including coordinating procurement, equipment distribution, and the maintenance of departmental property and operational resources.

  • Develops operational reports and statistical analyses related to Fire Department activities, reviews reports submitted by officers, and ensures accurate operational records are maintained.

  • Responds to emergency incidents as required, assuming command or supporting incident command operations, and directing firefighting, rescue, and life-saving activities when necessary.

Qualifications, skills and experience required include:

  • A two (2) year diploma from a recognized post-secondary institution in fire science, public administration, business administration, leadership, or a related discipline. An equivalent combination of education, training, and experience may be considered.

  • Certification to NFPA 1021 – Fire Officer Level III.

  • Certification to NFPA 1041 – Fire Instructor Level II.

  • Certification to NFPA 1521 – Incident Safety Officer.

  • Incident Command System – ICS-400.

  • Certification to NFPA 1035 – Fire and Life Safety Educator Level I or II.

  • A minimum of ten (10) years of progressively responsible experience in the fire service, including experience in incident command, fire suppression, fire prevention, code enforcement, medical response, rescue operations, and hazardous materials incidents.

  • A minimum of five (5) years of supervisory experience.

  • Demonstrated proficiency with computer applications including Microsoft Office 365 (Word, Excel, Outlook) and experience with fire department management systems such as FDM, UKG, or comparable scheduling software.

  • Thorough knowledge of the operation and maintenance of firefighting apparatus and equipment, as well as modern methods used in fire suppression, rescue, and fire prevention activities.

  • Comprehensive understanding of modern firefighting, fire prevention, rescue, and pre-hospital care practices, including the administration and coordination of these functions within a municipal fire department.

  • Strong working knowledge of federal and provincial legislation, regulations, and standards applicable to fire service operations, including the BC Structure Firefighter Minimum Training Standards and applicable safety legislation.

  • A valid Class 3 and Class 4 British Columbia Driver’s License with air brake endorsement.
