The Ministry of Labour Relations and Workplace Safety encourages healthy, safe and productive workplaces by setting, promoting and enforcing employment standards legislation. The Employment Standards branch has an opportunity for a confident, client-focused and conscientious individual for the position of Compliance Review Officer in our Saskatoon location. This senior position reports to the Manager of Compliance Review and Collections, and has a key regulatory role to promote, interpret, apply and enforce Part II of The Saskatchewan Employment Act and regulations, to increase employment standards compliance.
Our Compliance Review Officer, in conjunction with their counterpart in Regina, will increase compliance by working with employers selected through anonymous complaints, high-claim employer reviews, referrals and compliance initiatives, focusing on:
- Investigating anonymous complaints to assess validity, applying legislation, auditing workplace practices and payroll, and working with businesses to modify practices.
- Identifying employers with a high complaint profile and using a range of options, in addition to wage audits, to obtain compliance.
- Escalating enforcement, up to and including the assessment, investigation and preparation of detailed prosecution files, laying appropriate charges and liaising with the Crown Prosecutor from the Ministry of Justice.
Typically, the knowledge, skills and abilities for this position would be obtained through the completion of a four-year university degree in law, business or justice, supplemented with significant related experience in a regulatory role conducting comprehensive investigations, promoting compliance and undertaking enforcement, and managing a high-volume caseload in a time-sensitive, client-based environment.
Limited travel (5% or less) with occasional overnight stays, a valid class 5 Saskatchewan driver’s license and the ability to work flexible hours, are required.

- Independently manage a high volume of work within timelines, at times in conflict situations, using excellent communication, critical thinking and problem-solving skills.
- Have demonstrated ability to collect, analyze and verify facts, comprehend the context and dynamics of employment relationships and organizational structures, develop options and solutions and apply legislation to make binding decisions.
- Perform detailed and time-sensitive work with demonstrated knowledge of investigation and enforcement mechanisms and processes, case management principles, corporate and common law, the judicial system and contract law.
- Have knowledge of accounting principles, as well as computer skills, especially in Microsoft applications.
- Have strong verbal and written communication skills, to engage, influence and persuasively convey clear and accurate information and decisions, including composing and editing documents such as decision letters, audits and prosecution materials.
- Be client-focused, adaptable, thorough, conscientious and attentive to detail, to ensure quality work.
- Be confident, organized and a self-starter, to meet a high volume of case work in a time-sensitive environment.
- Be reliable, professional, respectful and supportive, as a contributing member of a team to achieve common goals.
Compliance Review Officers:
- Promote, interpret, apply and enforce employment standards legislation outlined in The Saskatchewan Employment Act and Regulations.
- Investigate employment disputes, analyze information and evidence, determine if legislation has been contravened and pursue enforcement.
- Engage, influence and persuade employers to comply with employment standards, using communication and enforcement options.
- Conduct and analyze research on legal jurisprudence, and review, interpret and apply various policies and legislation.
- Monitor cases to ensure employers have complied with legislation and enforcement action.
- Prepare detailed prosecution files by working with Employment Standards Officers to verify facts and evidence, conduct further investigation, prepare the case, lay appropriate charges and provide recommendations and information to the Crown Prosecutor.
- Recommend changes to legislation and branch policy based on case experience.
