Job Purpose & Responsibilities
This is a permanent, full-time position with the Community Services Department.
Reporting to the General Manager of Community Services, this position is responsible for:
- Providing strong professional leadership, direction, supervision, and guidance to municipal enforcement and animal care teams
- Overseeing recruitment, training, and performance management of enforcement officers, animal care attendants, and administrative staff
- Participating in the development and review of municipal bylaws as they relate to implementation and enforcement
- Ensuring consistent application of municipal bylaws and compliance with applicable Provincial and Federal legislation
- Identifying and implementing awareness campaigns that reflect organizational priorities, legislation, and community need
- Reviewing enforcement reports, complaint data, and trends to recommend improvements to policy or service delivery
- Preparing division budgets, monitoring expenditures, and ensuring efficient use of resources
- Responding to public complaints, inquiries, and escalated enforcement issues in a timely and professional manner
- Leading or assisting with court proceedings as necessary, ensuring proper evidence handling and documentation
- Collecting, analyzing, and reporting animal care and enforcement statistics, trends, and outcomes
- Collaborating with internal and external partners to coordinate enforcement activities and joint initiatives
- Managing contracts and service agreements related to enforcement services and animal care and control
- Ensuring department priorities are consistent with organizational objectives through the development of strategic planning
Qualifications & Competencies
- Post-Secondary and/or post-graduate education in a discipline such as criminal justice, law enforcement, public administration, criminology or a related field
- Five (5) to ten (10) years’ supervisory experience, including five (5) years’ experience in a senior role, preferably in a Municipal government
- Knowledge of the Alberta Solicitor General Peace Officer Program, Subdivision & Development Regulations and Municipal Government Act
- Experience with bylaw development, policy interpretation, and enforcement procedures is preferred
- Strong leadership, conflict resolution, and decision-making skills
- Comprehensive understanding of municipal bylaws, provincial statues, and court procedures
- Ability to interpret legislation, prepare detailed reports, and present to City Council.
- Excellent communication and public relations abilities.
- Class 5 Driver’s Licence and satisfactory Criminal Record Check
