Job Summary The Operations Manager is responsible for managing all administrative activities and operations for the Office of the Vice-President, Health (OVPH), including human resources, project planning, financial processing, facilities management, space planning, and workplace safety and security.

Organizational Status UBC Health is responsible for driving the vision of the Vice-President, Health portfolio by promoting an integrated approach to collaboration among all health programs at UBC and with external partners in the health sector, including patients and community organizations. UBC Health reports to the Office of the Vice-President, Health and serves as a resource to all health disciplines at UBC.

The Operations Manager works under the direction of the Associate Vice-President, Health (AVPH) and Managing Director to provide senior management for all matters related to project planning, financial processing, human resources, operations, and research grant administration. The Operations Manager advises, counsels and provides authoritative information to the AVPH, Managing Director, and OVPH staff on human resources management, project planning, financial processing, facilities, IT planning and renewal, grants and contracts, and administrative issues, ensuring compliance with University policies and practices.

The Operations Manager may, on occasion, work closely with the Faculty of Medicine’s Senior Manager, Financial Planning & Analysis, who supports the OVPH with annual budgeting, quarterly forecasts, and other planning and reporting matters, including multi-year financial projections and strategic advice on OVPH initiatives.

Work Performed Leads the planning, development, implementation, and evaluation of policies, procedures, best practices, and control systems for operations of the OVPH, ensuring alignment with strategic direction.

  • Advises the AVPH and Managing Director and provides expert guidance and direction on matters relating to the administrative and operational functions of the OVPH.

  • Represents the VP Health portfolio in stakeholder groups for University-wide projects (e.g., systems renewal, business process changes) and acts as a primary liaison with central units (Provost’s Office, Faculty Relations, VP Finance departments, Human Resources, UILO, Office of University Counsel, Development and Alumni Engagement, UBC IT, Building Operations, Campus Security, etc.).

  • Collaborates in organizational governance by serving on committees, facilitating and chairing meetings, and leading projects.

  • Serves as the financial administrator for the VP Health portfolio, with signing authority for all accounts, providing fiscal recommendations in line with the UBC Health Strategic Plan.

  • Leads the OVPH team on financial and personnel matters, including project budgeting, expenditure management, and compliance with financial policies, processes, controls, and systems.

  • Leads the planning and execution of the annual UBC Health Awards (fund administration, adjudication, and communication) and liaises with Development and Alumni Engagement on fundraising and endowment funds.

  • Oversees and manages all aspects of human resources activities across the VP Health portfolio, ensuring compliance with UBC policies, the principles of equity, diversity, and inclusion (EDI).

  • Manages the full employment lifecycle, including recruitment, onboarding, supervision, training and development, performance evaluation, discipline, and termination.

  • Provides guidance on job descriptions, position classification, organizational initiatives and collaborates with the AVPH in the negotiation of faculty appointments and staff employment offers.

  • Leads project planning and execution for office space renovations, audiovisual technology enhancements, and related infrastructure to meet technological demands according to changing needs.

  • Assesses the needs, investigates options, recommends solutions, and manages the procurement and service negotiation for various technological requirements, including IT services, equipment, network infrastructures, and systems.

  • Ensures compliance across OVPH operations with UBC data platforms and security protocols.

Consequence of Error/Judgement The Operations Manager is required to exercise professional judgment and initiative while undertaking all responsibilities and developing relationships. The work involves building and maintaining equitable relationships with internal and external partners, including actively seeking and valuing collaboration with Indigenous partners, and patient and community organizations. It requires attention to real and perceived barriers to meaningful participation, including tokenism, power dynamics, stereotyping, systemic racism, exploitation, and other inequities. The incumbent must understand and exercise the principles of confidentiality and best practices for Indigenous, patient and community engagement, including continuous learning and adapting these practices to ensure they are respectful, inclusive, and equitable. Inappropriate actions, errors in performance or indiscretions in judgment can have a negative impact on the Office of the Vice-President, Health and the University, and may result in legal action, negative public relations, financial repercussions, and loss of credibility in the Office's ability to demonstrate value in the areas of collaborative health education, research and systems.

Supervision Received The Operations Manager reports directly to the Managing Director. Works as a senior member of the Office, acts independently and with wide latitude. The incumbent must be self-directed and is expected to use professional judgment to make decisions on matters which depart from established practices. Work is reviewed on an as-needed basis to assess performance and completion of project milestones.

Supervision Given The Operations Manager is responsible for direct and indirect supervision of CUPE 2950 and M&P staff, and Work Learn students.

Minimum Qualifications Undergraduate degree in a relevant discipline. Minimum of three years of related experience, or the equivalent combination of education and experience.

Preferred Qualifications

Undergraduate degree in a relevant discipline. A minimum of 7 years of experience or the equivalent combination of education and experience. Progressively senior management experience in complex organizations is required. Accounting experience and training in strategic planning, human resources management, financial and business administration, budgeting and financial control. Administrative experience in a health discipline is an asset. Experience with UBC Financial and Human Resources systems, including Workday, is required. Significant experience with an applied knowledge of the PC environment is required. Ability to anticipate problems and issues and plan ahead. Ability to analyze and interpret data, determine implications, and provide recommendations. Ability to understand and apply policies, procedures, and instructions. Ability to communicate effectively in writing. Ability to communicate in a clear, attentive, and polite manner. Ability to make thoughtful, informed, and thorough decisions. Ability to exercise utmost discretion and confidentiality in handling sensitive personnel matters related to faculty and staff. Ability to apply generally accepted accounting principles in an appropriate manner. Ability to develop and monitor budgets. Ability to enter, retrieve, correct, and interpret data in financial management system. Ability to analyze and reconcile accounts. Ability to interpret and apply collective agreements in a complex, unionized environment. Ability to effectively source and recruit candidates. Ability to provide effective and appropriate guidance and counsel. Ability to work effectively independently and in a team environment. Ability to identify and respond to contentious or politically sensitive issues with discretion. Ability to administer human resource policies and procedures, such as collective agreement provisions. Ability to manage staff performance by establishing standards and goals, evaluating performance, providing feedback, and taking corrective action. Ability to effectively recruit, train, supervise, and motivate employees. Ability to develop and implement strategic business plans. Ability to analyze problems, identify key information and issues, and effectively resolve.
