Job Description Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Track Engineering department within the Asset Management and Maintenance Division is seeking a Manager, Engineering – Track to join our collaborative team. Reporting to the Senior Manager, Engineering – Track, you will play a key role in overseeing the engineering assurance portfolio for both heavy rail and light rail transit systems. You will also guide in-house track design initiatives that support the safe, reliable, and efficient delivery of Track State of Good Repair programs.

What will I be doing?

  • Provide technical guidance to peers and senior management while managing professional engineering staff, multidisciplinary teams, and outsourced contractors.
  • Foster a high-performance work environment by aligning resources, developing staff skills, setting clear goals, and providing feedback and mentorship.
  • Lead and manage a team of Track Engineering Specialists responsible for performing Track engineering assurance of Metrolinx projects, including but not limited to the review of track designs, technical reports, and specifications for both heavy rail and light rail transit projects.
  • Manage and oversee the review and processing of requests for deviations from Metrolinx and industry track standards, including the development of safety cases and implementation of risk management controls.
  • Oversee and complete dimensional clearance assessment requests from third-party railways, including coordination with various stakeholders such as Civil Structures and Network Operations to ensure the safe passage of dimensional loads (oversized) on Metrolinx-owned corridors.
  • Oversee engineering assurance activities related to Metrolinx private crossings and annual inspections, ensuring compliance with Transport Canada regulations and collaborating with stakeholders to uphold safety and regulatory standards.
  • Manage in-house track design and engineering services, overseeing a team of professional track designers and engineers to produce Issued For Construction (IFC) drawings for small- to medium-scale State-of-Good-Repair track rehabilitation initiatives.
  • Oversee the design of track alignments, profiles, and associated grading (including corridor modeling) using Autodesk Civil 3D in accordance with Metrolinx Track Standards (MTS), AREMA guidelines, and industry track standards.
  • Lead technical meetings with various internal and external stakeholders and subject matter experts as part of track design projects, mitigating potential maintenance concerns evolving from design/construction and improving asset life cycle.
  • Participate in field audits, including track inspections prior to the start of design projects and in-service inspections to place track infrastructure into service.
  • Maintain awareness of industry best practices, standards, regulatory requirements, and emerging technology.
  • Support the development of new or revised track technical standards, standard plans, and material specifications in compliance with Metrolinx processes and established acceptance criteria, through close collaboration with the Track Maintenance Delivery team, other Metrolinx groups, external stakeholders, and regulators.

What Skills and Qualifications Do I Need?

  • A degree in Civil Engineering, or a related discipline.
  • Valid P.Eng. designation in the Province of Ontario is preferred.
  • Demonstrated experience related to design, engineering and construction of railway, passenger heavy or light rail transit systems.
  • Demonstrate a high level of understanding and knowledge of business processes, regulatory requirements, and interdependencies within the agency as they relate to the Track asset class and area of responsibility.
  • Knowledge of Industry Track Standards and ability to interpret and explain requirements to various internal and external parties.
  • Valid, non-probationary "G" Class Province of Ontario drivers’ license.
  • Analytical and problem-solving skills to manages complex project issues and risks and facilitate effective resolution.
  • Demonstrated ability to build and maintain strategic relationships to work across division and with internal and external stakeholders/clients.
  • Experience in track and civil design using software, (AutoCAD and/or Civil 3D) to create and update drawings and standard plans will be considered an asset.
  • Technical writing skills and good presentation skills.
