Core Functions The Senior Manager of Finance is responsible for financial and management reporting, as well as for all financial and accounting operations of the Cree Nation Government and affiliated organizations. This includes administration and oversight of functions including general finance, payroll and benefits administration, and accounts payable/receivable.

Functional Responsibilities

  • Oversee the accounting operations of all Cree Nation Government departments and affiliated organizations (Grand Council of the Crees of Eeyou Istchee, CHFF, EELP).
  • Support the management with the budget process and interface with departments to monitor spending and take corrective action as necessary and ensure the Chart of Accounts is used properly in the budget process and that spending reports reflect accurately against projected expenses.
  • Support the management with developing internal control procedures in accordance with accepted accounting principles and ensure they are implemented. Ensure prompt resolution of differences.
  • Enter approved budgets into the General Ledger and ensure all transactions are allocated properly. Conduct regular maintenance to the General Ledger and all sub-ledgers.
  • Work with consultants and management to develop the reporting framework and oversee the execution of monthly and quarterly reporting processes for the department.
  • Oversee payroll services, including the administration of benefits.
  • Ensure that the Cree Pension Plan, Insurance Group, CRA, and MRQ monthly remittances are done, and that other monthly obligations are met (e.g. rent, utilities, fuel, etc.).
  • Interpret operating results and communicate findings to those responsible. Suggest the undertaking of budget reviews as necessary.
  • Analyze departmental spending and implement changes conducive to Grand Council/Executive Committee/Management Committee objectives and analyze records of current and past operations to determine trends.
  • Prepare supplementary budgets (special projects) with the help of the Directors and submit to Treasurer.
  • Conduct financial investigations into matters such as high overhead, deviation from approved budgets, and/or predicted profit. Alert the Treasurer about potential issues.
  • Assist auditors in the compilation of the annual financial statements and perform financial analyses as required by auditors. In collaboration with the Treasurer, implement and oversee required actions to address deficiencies.

Interaction/Communication Responsibilities

  • Respond to inquiries from management, customers, and vendors, and serve as a liaison with internal and external stakeholders to ensure timely payment and receipt of funds while maintaining positive working relationships and resolving issues efficiently.

Reporting Responsibilities

  • Maintain full and accurate accounting and financial records, statements, and reports in accordance with accepted accounting practices and established procedures, to enhance the accuracy of the reported financial results.
  • Report any purchases made outside of authorized limits, and concerns of unusual and/or suspected misuse of resources to the Treasurer and propose solutions if possible.
  • Conduct financial analyses and prepare detailed, complex financial reports and statements, including financial forecast statements.

Managerial Responsibilities

  • Supervise and lead direct reports.
  • Identify training needs, recommend solutions, and support training and development.
  • Conduct periodic performance evaluations for direct reports and assist supervisors through formal performance evaluations and regular one-on-one meetings.
  • Promote ongoing, effective and open communication with employees. Keep staff members informed of decisions that impact them and/or their department.

Other Responsibilities

  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.

Qualifications Education:

  • Bachelor’s degree in Accounting.
  • CPA designation.

Experience

  • Eight to twelve years of relevant work experience.
  • Experience with staff supervision.
  • Experience in managing budgets.

Language

  • Fluency in verbal Cree.
  • Fluency in English.
  • Fluency in French is an asset.

Knowledge And Abilities

  • Advanced knowledge of accounting operations, legislations and procedures.
  • Customer-focused and service-oriented.
  • Proven success in maintaining strong communication, including the ability to facilitate effectively.
  • Proven ability to be discreet and maintain confidentiality.
  • High attention to detail and accuracy.
  • Strong organizational skills and the ability to manage multiple projects.
  • Proven ability to demonstrate strong judgment in complex situations.
  • Proven ability to problem-solve, to think strategically, and to take initiative.
  • Demonstrated ability to work under significant pressure and to adapt to a changing environment.
  • Proficiency in Microsoft Office products.

Additional Requirements

  • Typical office setting where there are no unusual physical demands.
  • Willingness to travel frequently.
  • Must agree to undergo a background check.

The Cree Nation Government may, at its discretion, waive any or all of the aforementioned requirements if a suitable candidate who is a JBNQA beneficiary accepts to follow a training plan determined by the Cree Nation Government as a condition of employment.

Government Administration

The Grand Council of the Crees (Eeyou Istchee) represents the approximately 20,000 Crees of Eeyou Istchee. The Cree Nation Government exercises governmental and administrative functions on behalf of the Cree Nation. Both have identical membership, board of directors, governing structures and are managed and operated as one.

The Cree Nation Head Office is located in the community of Nemaska, although there are also satellite offices in other communities and Montreal. The two offices of the Embassy of the Cree Nation, located in Ottawa and Quebec City, are instrumental in upholding the Cree Nation’s relations with the federal and provincial governments and providing technical support to its 10 departments.
